At its meeting of 31 July 2002, the General Council of the WTO approved the recommendation of the Special Session of the Committee on Trade and Development (CTD) to establish a Monitoring Mechanism for special and differential treatment.

The Trade and Sustainable Development Sub-Committee established in accordance with Article 376 of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part (‘the Agreement’) shall assist the Association Committee in Trade configuration, as set out in Article 438(4) of the Agreement, in the performance of its duties.

The Council is required to conclude the Agreement on behalf of the European Community, and Parliament (lead committee: Committee on International Trade) is consulted (It should be noted that, while INTA is the lead committee on trade matters, AFET is the competent committee on the PCA). While the Interim Agreement is more restrictive in scope than the PCA, it also contains a clause allowing for suspension in cases of breaches of respect for democracy or human rights.

12. Considers it important that, in the implementation of EPAs, an appropriate monitoring system should be established, coordinated by the relevant parliamentary committee involving members of the Committee on International Trade and of the Committee on Development, ensuring an adequate balance between the maintenance of the leading role of the Committee on International Trade and overall consistency on trade and development policies; this parliamentary committee shall operate in a flexible manner and actively coordinate with the ACP-EU Joint Parliamentary Assembly (JPA); considers that this monitoring should start after the adoption of each IEPA;
12. acht het belangrijk dat bij de tenuitvoerlegging van EPO's een adequaat controlesysteem wordt ingesteld, gecoördineerd door de bevoegde parlementaire commissie en waarbij leden van de Commissie internationale handel en de Commissie ontwikkelingssamenwerking worden betrokken, om zodoende een juist evenwicht tussen het behoud van de leidende rol van de Commissie INTA en de algehele consistentie van het handels- en ontwikkelingsbeleid te waarborgen; acht het van belang dat deze parlementaire commissie flexibel opereert en actief samenwerkt met de Paritaire Parlementaire Vergadering ACS-EU (PPV); is van mening dat na de goedkeuring van iedere tussentijdse EPO met genoemde controle dient te worden gestart;

7. Takes the view that the proposed exercise should focus first and foremost on the very aims of the multilateral trade system, to ensure that they are mutually supportive and consistent with the action being taken by other international organisations; considers in particular that the coordination of WTO activities with those of the International Labour Organisation ( ILO), the United Nations Food and Agriculture Organisation (FAO), the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the World Health Organisation (WHO), the United Nations Conference on Trade and Development (UNCTAD) and the Kyoto programme on renewable energy, should be strengthened, in order to ensure greater consistency in the decision-making process of those organisations; in this connection, believes that the ILO should be granted observer status and that a committee on trade and decent employment should be set up modelled on the Committee on Trade and Environment;
7. is van mening dat de voorgestelde actie in de eerste plaats gericht zou moeten zijn op de doeleinden van het multilaterale handelssysteem zelf en dat daarbij gelet moet worden op de wederzijdse ondersteuning van en samenhang met de acties van de andere internationale organisaties; is van mening dat met name een versterking van de coördinatie tussen de activiteiten van de WTO en die van de IAO, de Voedsel- en Landbouworganisatie van de Verenigde Naties (FAO), het UNEP, het Ontwikkelingsprogramma van de Verenigde Naties (UNDP), de Wereldgezondheidsorganisatie (WHO), de Conferentie van de Verenigde Naties inzake handel en ontwikkeling (UNCTAD) en het Kyoto-programma voor hernieuwbare energie noodzakelijk is teneinde een grotere samenhang in het besluitvormingsproces van deze organisaties te kunnen waarborgen; is van mening dat in dit kader de status van waarnemer moet worden toegekend aan de IAO en stelt voor dat er een Commissie voor handel en fatsoenlijke werkgelegenheid worden opgericht bij de WTO naar het model van de Commissie voor handel en milieu;

The EC also intends actively to contribute to discussions on Trade and Environment related assistance, whether in the CTE or in the Committee on Trade and Development (or CTD) with the aim of fostering WTO activities in this particular field, in close cooperation with other international organisations.
De EC is ook voornemens actief bij te dragen aan besprekingen over aan handel en milieu gerelateerde steun, hetzij in CTE-verband hetzij binnen de Commissie voor handel en ontwikkeling (CTD), teneinde de WTO aan te sporen om, in nauwe samenwerking met andere internationale organisaties, activiteiten te ontplooien op dit specifieke terrein.

EU trade and development policies also recognize these obstacles and have also in various ways tried address these through a plethora of instruments, such as: trade preferences, trade promotion initiatives, micro-credit schemes, export stabilizing mechanisms (such as STABEX) etc. However, where the Fair Trade approach has succeeded - and EU policies and instruments are floundering - is in linking the various mechanisms into an integrated and coherent effort in support of local producers as they face the many obstacles in trying to sell their products on the EU market.
