1. By way of derogation from Article 30(2)(a), the competent authority may authorise that germinal products are to be accompanied by a zootechnical certificate issued, on the basis of the information received from the breed society or breeding operation, by a semen collection or storage centre, or by an embryo collection or production team, approved for intra-Union trade in those germinal products in accordance with Union animal health law.

‘operator’ means any natural or legal person subject to the rules provided for in this Regulation, such as breed societies, breeding operations, third parties that have been designated by breed societies or breeding operations in accordance with Article 27(1)(b), semen collection and storage centres, embryo storage centres, embryo collection or production teams, and breeders.

The competent authorities should have the possibility to carry out official controls on all operators that are subject to this Regulation, and in particular on breed societies, on breeding operations, on third parties carrying out performance testing or genetic evaluation and on breeders, and, if they issue zootechnical certificates, on semen collection and storage centres, embryo storage centres, and on embryo collection or production teams.

3. The pre-export certificate shall be issued, on request of the professional operator, by the competent authorities of the Member State in which the plants, plant products or other objects were grown, produced, stored or processed, while those plants, plant products or other objects are on the premises of the professional operator concerned.

4. Non-conformity that the quality (pre-)audit team deems not to have a direct adverse effect on the quality of the manufacturer’s production of euro banknotes or euro banknote raw materials but that has to be remedied before the next quality audit shall be referred to in the (pre-)audit report as an observation and the ECB shall make a written observation pursuant to Article 14.

Aan non-conformiteit die volgens het (pre)kwaliteitsauditteam de kwaliteit van de productie van eurobankbiljetten of grondstoffen voor eurobankbiljetten door een producent niet direct negatief beïnvloedt, maar waardoor bijsturing nodig is voordat de volgende kwaliteitsaudit plaatsvindt, wijdt het (pre)auditrapport een constatering, en de ECB vaardigt een schriftelijke constatering uit overeenkomstig artikel 14.

3. Non-conformity that the quality (pre-)audit team deems not to have an immediate and serious impact on the quality of the manufacturer’s production of euro banknotes or euro banknote raw materials but that may have a direct adverse effect on the quality of such production shall qualify as a standard non-conformity and the ECB shall take a decision pursuant to Article 15.

Non-conformiteit die volgens het (pre)kwaliteitsauditteam de kwaliteit van de productie van eurobankbiljetten of grondstoffen voor eurobankbiljetten door een producent niet direct, noch ernstig beïnvloedt, maar een direct negatief effect op een dergelijke productiekwaliteit kan hebben, vormt een standaardgeval van non-conformiteit, en de ECB neemt een besluit uit hoofde van artikel 15.

1. If non-conformity referred to in Article 13(2) is identified, the quality (pre-)audit team may recommend to the ECB suspension of the relevant euro banknote production activity with immediate effect until the non-conformity has been remedied.

3. The quality pre-audit team shall assess whether the quality arrangements that the manufacturer has in place will conform with the quality requirements as soon as the manufacturer starts a euro banknote production activity.

In any case, all operators with the exception of wholesalers dealing only with pre-packaged products and operators selling to the final consumer or user as described in Article 28(2), shall be subject to a verification of compliance at least once a year.
