Through the CIPS programme, the Commission contributes in various ways to the implementation of European Programme for Critical Infrastructure Protection (EPCIP) [10], and of sectoral EU rules such as the Council Directive On the identification and designation of European critical infrastructures and the assessment of the need to improve their protection [11].

Welcomes the Commission’s intention to propose lighter administrative and financial rules for SMEs as well as a set of streamlined instruments to strengthen their innovation capacities over the full innovation cycle, including non-technological innovation, within the future Research and Innovation financing framework and, in particular, successor programmes of FP7 and CIP; reminds the Commission about the importance of delivering local support for SMEs, for example, through the involvement of innovation centres, chambers of commerce, business organisations and innovation clusters;

39. Acknowledges that both shared and centralised management require specific rules and that the top-down approach of FP7 and CIP and the bottom-up approach of Structural Funds each have their own merits; underlines, however, the need to harmonise the rules, procedures and practices (eligibility rules, standard unit costs, lump sums, etc.) governing different instruments and to ensure better coordination (of schedules of calls for proposals, themes and types of calls, etc.); calls on the Commission to explore possibilities to that end, without prejudice to competences of Member States and regions under shared management, while encouraging an administrative culture that promotes a pluridisciplinary approach via common cross-sectoral strategies in a range of subject areas, and via continuous dialogue between different policy communities in order to strengthen policy coherence; calls on the Commission to simplify the administration of the funds concerned and asks for the specific strengths of both support pillars to be promoted at the same time as making use of synergies and simultaneously increasing their impact;
39. erkent dat zowel gedeeld als gecentraliseerd beheer specifieke regels vereist en dat de top-downbenadering van KP7 en CIP en de bottom-upbenadering van de structuurfondsen elk haar eigen voordelen heeft; onderstreept evenwel de noodzaak om de regels, procedures en praktijken (subsidiabiliteitsregels, standaardprijzen per eenheid, forfaitaire bedragen, etc.) voor de verschillende instrumenten te harmoniseren en een betere coördinatie (van schema's voor oproepen tot het indienen van voorstellen, onderwerpen en soorten oproepen, etc) te waarborgen; verzoekt de Commissie de mogelijkheden daartoe te onderzoeken, onverlet de bevoegdheden van lidstaten en regio´s bij gedeeld beheer, en tegelijkertijd een administratieve cultuur te bevorderen die zich richt op een multidisciplinaire benadering door middel van gemeenschappelijke sectoroverschrijdende strategieën in een reeks aandachtsgebieden, alsmede door middel van een voortdurende dialoog tussen verschillende beleidsgemeenschappen om de beleidssamenhang te versterken; roept de Commissie op om de administratie van de betrokken fondsen te vereenvoudigen en dringt erop aan dat de specifieke sterke punten van beide subsidieprogramma´s worden bevorderd, waarbij synergieën worden benut en het effect ervan tegelijkertijd wordt vergroot;

Believes – while acknowledging that Community programmes such as SF, FP7 and CIP differ in their primary focus, mechanism and administration – that diverse rules, procedures and practices unnecessarily hinder effective implementation; calls for a more harmonised approach (to eligibility rules, standard unit costs, lump sums, etc.), better coordination (of schedules of calls for proposals, themes and types of calls, etc.) and more exchange of information between the different programmes; sees a clear need for more expertise at the regional level regarding application for Community funding, administrative and financial procedures, fund management and financial engineering; in this connection, calls on the Commission to act as a facilitator and to provide joint guidance on Community funding opportunities through ex-ante guidance notes;
6. onderkent weliswaar dat communautaire programma's als SF, KP7 en CIP van elkaar verschillen qua zwaartepunt, werkwijze en bestuur, maar is niettemin van mening dat de uiteenlopende regels, procedures en gebruiken de doeltreffende tenuitvoerlegging ervan onnodig belemmeren; dringt aan op een meer geharmoniseerde benadering (voor subsidiabiliteitsregels, standaardprijzen per eenheid, forfaitaire bedragen, etc.), een betere coördinatie (van schema's voor oproepen tot het indienen van voorstellen, onderwerpen en soorten oproepen, etc.) en meer informatie-uitwisseling tussen de verschillende programma's; ziet op regionaal niveau een duidelijke behoefte aan meer deskundigheid inzake het aanvragen van communautaire financiering, administratieve en financiële procedures, fondsbeheer en financiële instrumentering; roept de Commissie in dit verband op een faciliterende rol te spelen en begeleiding te bieden met betrekking tot communautaire financieringsmogelijkheden door middel van ex ante richtsnoeren;

WELCOMES the FSC's progress report on key remaining barriers to the development of the European risk capital markets; INVITES the Member States to continue their efforts to address existing failures and barriers to the development of risk capital markets and identify best practices, including in the fields of company law and taxation as appropriate, and in particular RECALLS its conclusions of October 2004, whereby it encouraged "enhanced co-operation between all services and institutions concerned at Community/National/Regional levels"; STRESSES the importance of addressing the already noted fragmentation and weaknesses of venture capital markets and SUPPORTS the swift completion of the various strands of follow-up work carried out by the Commission; WELCOMES in particular the Commission’s intention to publish a Communication on removing obstacles to cross-border investments by venture capital funds, and LOOKS FORWARD to examining the Commission's proposals on the way forward; STRESSES the importance of removing, where appropriate by modernising EU legislation, relevant outstanding obstacles in Member States' legislations to investment in private equity/venture capital by institutional investors, and EMPHASISES accordingly the current negotiations on the Solvency II Directive with a view to swift adoption by the European Parliament and the Council, the related future Level 2 measures that will follow, and the clarification of relevant accounting rules; LOOKS FORWARD to the review of the Directive on Institutions for Occupational Retirement Provision, expected in 2008; INVITES the Commission, on the basis of robust evidence, to further promote the development of risk capital for high-growth and technology-based SMEs through, amongst others, the European Investment Fund (EIF), the Competitiveness and Innovation Programme (CIP), the JEREMIE (Joint European Resources for Micro to Medium Enterprise) initiative in order to better address market gaps, in particular ...

These common rules on eligible expenditure apply to the following forms of assistance from the Funds: operational programmes (OPs), single programming documents (SPDs), Community Initiative programmes (CIPs), technical assistance and innovative actions.
