The question of setting MRLs for certain biocidal products such as disinfectants used in the animal environment was also agreed on, particularly in regard to the financing aspects of their authorisation and their dossiers.

Promotion of the long-term development and quality of the environment - new clean technologies: surface treatment, tanneries, graphics industry, plastics industry, metal processing, agriculture / food industry. - management and disposal of wastes including toxic wastes and waste water as part of the Community waste strategy; - development models which include the environment in regional planning and economic activities; - improvements to the environment against an urban background. Protection of habitats and nature - maintenance and re-establishment of endangered species of wild birds and animals and of their biotopes; - maintenance and re-establishment of animal and plant habitats and species holding Community-wide appeal; - integrated management of water-course catchment areas that takes account of the environment. Administrative structures and services for the environment - cooperation between Member-State administrations in order better to manage the environment; - strengthening of the environmental monitoring networks. Education, training, public awareness - education: exchanges of experience and good practice with regard to ecological management and environmental audits. Action outside Community territory - the technical assistance needed in drawing up environment policies and action programmes. To some extent these priorities overlap those for 1993, but they do so in accordance with closer definitions in order obtain more specific proposals in the target areas.

II THE COUNCIL REQUESTS THE COMMISSION TO: 1. Promote the creation of a favourable environment and legal framework for industrial cooperation with third countries by acting with the following ends in view: (a) greater transparency and legal certainty in legislation and administrative procedures, especially with regard to investment and market access; (b) harmonized quality infrastructure and rules and procedures for assessing conformity, taking into account the existing situation at Community and international level; (c) determining of the legal framework and the appropriate conditions for ensuring fair competition, both in external markets and in the Union's internal market; (d) cooperation measures concerning RD, training - both for heads of companies and for executives in the public sector - and industrial property; (e) processes of regional integration, on the basis of the experience gained at Community level. 2. Promote action to foster cooperation between economic and industrial operators in the following areas: (a) carrying out industrial and infrastructure projects having regard to the varying degrees of socio-economic development and in accordance with the criteria of an open market economy taking into account market conditions and the situation in certain sectors in the Community; (b) intensification of industrial, technological and environmental cooperation; (c) intensification of transfers of technology and know-how; (d) creation and improvement of databases and information networks on business opportunities, holding of business meetings, etc., with guaranteed access by and dissemination among undertakings, in particular the SMEs; (e) technological development with a view to integration into the information society. 3. II. In this context the guidelines for the sensible use of wetlands as agreed by the Parties to the Ramsar Convention [Kushiro, 1993] should also be taken into account; Undertakes to ensure that, when sites are proposed, the NATURA 2000 network is consistent with the need to preserve wetland habitats in accordance with the Birds and Habitats Directives; Considers it necessary to formulate an integrated policy on management of hydrological resources in terms of both quantity and quality within the wetlands and outside them, and draws attention to the possible importance here of the communication on Community water policy which the Commission will be submitting; Recalls the support it gave to the communication on coastal areas in its conclusions of 18 December 1995, and takes the view that, as in the case of coastal areas, insufficient consultation between all levels of responsibility is one of the main causes of the current situation of wetlands; Emphasizes the need to take wetlands into account when drawing up the Community's strategy for the conservation and sustainable use of biological diversity which the Council called for in its conclusions of 18 December 1995 concerning the Convention on Biological Diversity; Welcomes the necessary research, education and training efforts being made to ensure the protection of wetlands; Stresses the need for the state of wetlands to be observed and monitored and for information and experience in this field to be exchanged, and the role played by the European Environment Agency in this matter, taking account of existing work and mechanisms in this field, particularly under the Ramsar Convention; Advocates coordination and cooperation with third countries to encourage the wise use of wetlands under existing instruments; Expresses the wish that the Community's concerns regarding the wise use and conservation of wetlands should be taken into account at the next conference of the parties to the Ramsar Convention, which must be ...
