The delegation of the EFTA States participating in the EEA was headed by Mr ASGRIMSSON, Minister for Foreign Affairs of Iceland. 2. The EEA Council noted the progress report presented by the Chairman of the EEA Joint Committee. 3. The EEA Council assessed the overall functioning and development to date of the EEA Agreement and: - noted the continued progress of the Joint Committee in incorporating relevant Community legislation into the EEA Agreement and the need for continued support of its work if the objective of complete alignment of EEA and Community legislation were to be fully achieved; - recognized the crucial role of uniform implementation of legislation for the success of the internal market extended to the EEA and welcomed the good progress in integrating EEA legislation in Liechtenstein following its full participation from 1 May 1995; - noted that the provisions of the Agreement for development of cooperation had led to inclusion of new areas in the fields of both programmes and legislation; with regard to committees managing programmes in which the EFTA/EEA countries participate under Articles 81 and 82 of the Agreement, the EEA Council underlined the need to ensure the participation of the EFTA/EEA countries as soon as EFTA commitment has been assured; - welcomed the continuing participation of the EFTA States, through the consultation and information procedures, in the shaping of EEA-relevant legislation in preparation in the EU and noted the EFTA/EEA States' interest in participating in certain committees of similar characteristics to those listed in Protocol 37; - welcomed the resumption of formal meetings of the EEA Consultative Committee and the continued close contacts and cooperation at informal level; - noted the continuing difference of view between the EU and its EFTA partners on the EU's use of Articles 112 and 113 of the EEA Agreement in relation to fish.

De EER-Raad nam nota van het voortgangsrapport van de Voorzitter van het Gemengd Comité van de EER. 3. De EER-Raad nam de algemene werking en de ontwikkeling van de EER- Overeenkomst tot dusverre in beschouwing en : - nam er nota van dat het Gemengd Comité voortdurend vordering boekt bij de verwerking van relevante communautaire wetgeving in de EER- Overeenkomst, en dat het Comité verder moet worden ondersteund in dit werk om de doelstelling van een volledige onderlinge aanpassing van de EER-wetgeving en de communautaire wetgeving te verwezenlijken ; - erkende de cruciale rol van de uniforme tenuitvoerlegging van de wetgeving voor het welslagen van de interne markt, die wordt uitgebreid tot de EER, en verheugde zich over de flinke vorderingen die Liechtenstein, nu dit land sinds 1 mei 1995 volledig deelneemt, heeft geboekt met het overnemen van de EER-wetgeving ; - nam er nota van dat de bepalingen van de Overeenkomst voor de ontwikkeling van de samenwerking ertoe hebben geleid dat zowel op het terrein van de programma's als op dat van de wetgeving nieuwe gebieden zijn opgenomen ; met betrekking tot comités voor programmabeheer waaraan de EVA/EER-landen uit hoofde van artikel 81 en 82 van de Overeenkomst deelnemen, wees de EER-Raad op de noodzaak van deelneming van de EVA/EER-landen zodra de verbintenis van de EVA is gewaarborgd ; - verheugde zich over de permanente bijdrage van de EVA-landen, via de overleg- en informatieprocedures aan het vormgeven van voor de EER relevante wetgeving die in de EU in voorbereiding is, en nam nota van de belangstelling van de EVA/EER-landen om deel te nemen aan bepaalde comités die gelijkenis vertonen met de comités genoemd in Protocol 37 ; - juichte de hervatting toe van de formele bijeenkomsten van het Raadgevend Comité van de EER en de voortdurende nauwe contacten en samenwerking op informe ...

******* Simplification of transitional VAT arrangements The Enterprise Consultation Committee carried out a detailed examination of the simplification proposal presented by the Commission on 2 March in an attempt to iron out some difficulties encountered by traders. Those difficulties had already been clearly spelt out, particularly in the assessment presented to the Ecofin Council on 25 October 1993 and to the Enterprise Consultation Committee on 5 November 1993.

EMPHASISES the benefits of effective coordination between different policy sectors which have an influence on forestry, and of coordination at Community level through, inter alia, the Standing Forestry Committee ( ), the Consultative Committee on Forests ( ) and the Consultative Committee on Forestry and Forestry based industry ( ), making use of these committees as ad-hoc consultation fora providing expertises for all forestry-related activities in the framework of existing Community policies such as CAP and Rural Development, Environment, Trade, Research, Internal Market, Research, Industry, Development Cooperation and Energy policies; and CALLS on the Commission to make a report to the Council as soon as possible on how to improve coordination;

LEGT DE NADRUK op de voordelen van een doelmatige coördinatie tussen de verschillende beleidssectoren die van invloed zijn op de bosbouw, en coördinatie op gemeenschapsniveau, LEGT DE NADRUK op de belangrijke rol die het Permanent Comité voor de Bosbouw , het Raadgevend Comité voor de Bosbouw en het Raadgevend Comité voor de houtsector in dit verband te spelen hebben als ad hoc-overlegorganen die deskundig advies kunnen verstrekken over alle met de bosbouw verband houdende activiteiten in het kader van het bestaande gemeenschapsbeleid op gebieden als het GLB en plattelandsontwikkeling, milieu, handel, onderzoek, interne markt, onderzoek, industrie, ontwikkelingssamenwerking en energie; en VERZOEKT de Commissie zo spoedig mogelijk een verslag aan de Raad voor te leggen over middelen om de coördinatie te verbeteren;

Finally, the Consultative Committee was consulted under Article 95 of the ECSC Treaty on a whole series of Decisions with regard to trade in ECSC products with the countries of Central and Eastern Europe which are currently knocking at the door of the European Union.
