(3) Overwegende dat het stabiliteits- en groeipact, bestaat uit deze verordening, uit Verordening (EG) nr. 1466/97 van de Raad (3), die strekt tot versterking van het toezicht op begrotingssituaties en het toezicht op en de coördinatie van het economisch beleid en uit de resolutie van de Europese Raad van 17 juni 1997 betreffende het stabiliteits- en groeipact (4), waarin, overeenkomstig artikel D van het Verdrag betreffende de Europese Unie, krachtige politieke beleidslijnen worden gegeven om het pact voor stabiliteit en groei strikt en tijdig ten uitvoer te leggen en inzonderheid om de middellangetermijndoelstelling in acht te nemen van begrotingssituaties die vrijwel in evenwicht zijn dan wel een overschot vertonen, iets waartoe alle lidstaten zich hebben verbonden, en om, steeds wanneer informatie beschikbaar is betreffende daadwerkelijke of verwachte aanzienlijke afwijkingen van de begrotingsdoelstelling op middellange termijn, de corrigerende budgettaire maatregelen te treffen die de lidstaten nodig achten om de doelstellingen van hun stabiliteits- en convergentieprogramma's te bereiken;
