Europol will be subject to the following controls: budgetary control, internal audit, annual reports by the European Court of Auditors, the annual discharge for the execution of the EU budget and possible investigations conducted by OLAF to ensure, in particular, that the resources allocated to agencies are put to proper use.

I believe that the Parliament and in particular the Committee on Budgetary Control is the Court’s primary client and that the relationship between the Committee on Budgetary Control and the Court therefore needs to be close to make the Parliament’s oversight of EU finances as effective as possible. The Court and the Committee on Budgetary Control need to have a continuous and effective dialogue and the Court needs to be attentive to the Parliament’s wishes and expectations while ensuring its own independence.
Ik ben van mening dat het Parlement, en met name de Commissie begrotingscontrole, de eerste klant van de Rekenkamer is en dat de Commissie begrotingscontrole en de Rekenkamer bijgevolg nauwe betrekkingen moeten onderhouden opdat het Parlement zo doeltreffend mogelijk kan toezien op de financiën van de EU. In the course of the assessment of the seriousness of the disclosure, by a member of staff of the EIB, without authorisation or prior notice to his superiors, of facts, information and internal and confidential documents which resulted in the spreading of allegations severely damaging to the reputation of certain of his colleagues and of the EIB, the facts, first, that that information was sent to Members of the European Parliament, responsible inter alia for taking measures to counter fraud and any other illegal activities affecting the financial interests of the Community, including those of the EIB, and then that it was at the express request of its Vice-President that that information was sent in strict confidence to the Committee on Budgetary Control of the European Parliament and that subsequently the member of staff was heard several times by that committee and attended various interviews with members of the European Anti-Fraud Office, constitute mitigating circumstances.

When the Commission then writes to complain about the questionnaires and working papers of the members of the Committee on Budgetary Control, that shows that something has gone wrong with the flow of information between the controlling and the controlled parties and this must be rectified as quickly as possible.
