15. Expresses its satisfaction with the Commission's efforts to establish working groups in the field of fisheries management with Turkey and the Russian Federation, providing the basis for further debate on cooperation; calls on the Commission to extend its efforts and dialogue with all countries bordering the Black Sea; calls on the Commission to make full use of the existing organisations, as well as the relevant tools, in order to make progress towards better policy coordination; takes the view, meanwhile, that a separate regional fisheries management organisation (RFMO) for the Black Sea could in the long term foster and promote communication between scientific institutes and professional organisations of fishermen, producers and processors with a view to settling issues and deepening cooperation in the Black Sea; encourages the Commission to work with the Black Sea countries at a bilateral level, bearing in mind that many of them are not members of the European Union;

This Regulation should also support the implementation of regional cooperation throughout the European Neighbourhood, inter alia in the framework of the Northern Dimension policy or the Black Sea Synergy, as well as, primarily in the case of cross-border cooperation, the external aspects of relevant macro-regional strategies.
Deze verordening dient tevens ondersteuning te verlenen voor de uitvoering van regionale samenwerking in het gehele Europese nabuurschapsgebied, onder andere in het beleidskader van de noordelijke dimensie of de Synergie voor het Zwarte Zeegebied, alsmede, in de eerste plaats bij grensoverschrijdende samenwerking, voor de externe aspecten van relevante macroregionale strategieën.

26. Points out the uneven, albeit strong, economic growth in the entire region, but draws attention to the fact that growth is more sustained in the oil and gas exporting countries; points to the fragility of the private sector in many countries bordering the Black Sea; stresses the importance of building a space of economic opportunities and prosperity in the Black Sea region for its population and trading partners; underlines the need to improve the investment climate, for both local and international companies, in particular by stepping up the fight against corruption and fraud, and to promote market economy reforms aimed at increasing competitiveness and economic attractiveness, creating diversified economies, and providing for sustainable growth, as well as social justice and coherence; encourages harmonisation and further liberalisation measures and supports the creation of a free trade area in accordance with WTO principles; believes that the EU, as a major economic partner of the Black Sea countries, has a leading role to play in promoting the above-mentioned goals and in encouraging the region to take the necessary steps;

The Commission also proposes exploring the possibility of setting up a cooperation structure which would bring together the Member States and relevant EU agencies, the non-EU countries bordering the Black Sea and regional organisations, in particular, the SECI, the Black Sea Economic Cooperation (BSEC) and the Black Sea forum.
