3. To the ends described in paragraph 2, intellectual property matters shall encompass copyright and similar rights, trademarks or brands, geographical terms and descriptions of origin, industrial designs and utility models, patents and integrated circuit topography.

Overwegende dat Richtlijn 87/54/EEG betrekking heeft op de rechtsbescherming van topografieën van halfgeleiderprodukten; dat de verplichtingen van de leden van de Wereldhandelsorganisatie (hierna de WTO te noemen) ten aanzien van de bescherming van ontwerpen voor schakelpatronen (topografieën) van geïntegreerde schakelingen zijn neergelegd in de artikelen 35 tot en met 38 van de TRIPs-Overeenkomst; dat de Gemeenschap, overeenkomstig artikel 1, lid 3, en artikel 3 van de TRIPs-Overeenkomst, ervoor dient te zorgen dat deze bescherming en nationale behandeling worden verleend aan onderdanen van alle andere WTO-leden; dat de bescherming bedoeld in Richtlijn 87/54/EEG derhalve dient te worden uitgebreid tot onderdanen van de WTO-leden, zonder een wederkerigheidseis te stellen; dat daartoe de procedure van artikel 3, lid 7, van de richtlijn kan worden gevolgd,
