When examining the major policy areas which affect the competitiveness of the European automotive industry, the ‘CARS 21 High Level Group’ agreed on a number of recommendations aimed at enhancing the industry’s global competitiveness and employment while sustaining further progress in safety and environmental performance, which was published in a report by the Commission in 2006 entitled ‘CARS 21: A Competitive Automotive Regulatory System for the 21st century’.
Tijdens haar onderzoek van de belangrijke beleidsterreinen met gevolgen voor het concurrentievermogen van de Europese automobielindustrie heeft de CARS 21-groep op hoog niveau enkele aanbevelingen opgesteld om het mondiale concurrentievermogen van de industrie en de werkgelegenheid te vergroten en daarbij de vooruitgang op het gebied van veiligheid en milieuprestaties voort te zetten, die de Commissie in 2006 openbaar heeft gemaakt in het verslag „CARS 21: een concurrerend regelgevingskader voor de automobielindustrie voor de 21e eeuw”.

When examining the major policy areas which impact the competitiveness of the European automotive industry the CARS 21 High Level Group, set up by the Commission in 2005 to chart the way towards sustainable development of a competitive European automotive industry, agreed on a number of recommendations aiming at enhancing the industry’s global competitiveness and employment while sustaining further progress in safety and environmental performance.
Tijdens haar onderzoek van de belangrijke beleidsterreinen met gevolgen voor het concurrentievermogen van de Europese automobielindustrie heeft de CARS 21-groep op hoog niveau, in 2005 door de Commissie ingesteld om de weg naar duurzame ontwikkeling van een concurrerende Europese automobielindustrie uit te stippelen, enkele aanbevelingen opgesteld om het mondiale concurrentievermogen van de industrie en de werkgelegenheid te vergroten en daarbij de vooruitgang op het gebied van veiligheid en milieuprestaties voort te zetten.

Similar trends are to be observed for sectors with close links to the automotive industry like steel where consumption is expected to decline by 30% in the first quarter of this year and 16% in the second quarter.The difficult situation of the European automotive industry has three major reasons:

[14] The “ Competitive Automotive Regulatory System for the 21 st century ” (CARS 21) initiative consists of a High Level Group which reviews existing legislation with a view to improving the regulatory framework affecting the competitiveness of the automotive industry.
