When assessing the status of their marine waters in accordance with Article 17(2)(a) of Directive 2008/56/EC, Member States should express any change in status as improving, stable or deteriorating compared to the previous reporting period, in view of the often slow response of the marine environment to change.

The Commission accordingly proposes that for the development of the common procedure and uniform status there should be a method involving the establishment of strategic guidelines, the definition of "landmarks", the setting of objectives and agreement on an assessment procedure for progress reporting, without prejudice to the exercise of Community legislative powers, following as closely as possible the policy objectives set. In this context, the Commission could prepare annual reports containing recommendations. This method presupposes not only mobilising the Community institutions and the Member States but also the development of close partnership with international and national governmental and non-governmental players concerned with the common asylum policy.

The Commission has applied a set of principles to assess whether the information reported by Member States is a complete, adequate, consistent and coherent framework[5] as required under article 8 (initial assessment), 9 (determination of good environmental status) and 10 (environmental targets) of the Directive.

In 2012, on the basis of the initial assessment of their marine waters made pursuant to Article 8(1) of Directive 2008/56/EC, Member States reported on the environmental status of their marine waters and notified to the Commission their determination of good environmental status and their environmental targets in accordance with Articles 9(2) and 10(2) of Directive 2008/56/EC, respectively.
In 2012 hebben de lidstaten, op basis van de ingevolge artikel 8, lid 1, van Richtlijn 2008/56/EG uitgevoerde initiële beoordeling van hun mariene wateren, verslag uitgebracht over de milieutoestand van hun mariene wateren en de Commissie in kennis gesteld van hun omschrijving van de goede milieutoestand en hun milieudoelen, overeenkomstig artikel 9, lid 2, respectievelijk artikel 10, lid 2, van Richtlijn 2008/56/EG.

To ensure that the second cycle of implementation of the marine strategies of the Member States further contributes to the achievement of the objectives of Directive 2008/56/EC and yields more consistent determinations of good environmental status, the Commission recommended in its report on the first phase of implementation that, at Union level, the Commission services and Member States collaborate to revise, strengthen and improve Decision 2010/477/EU, aiming at a clearer, simpler, more concise, more coherent and comparable set of good environmental status criteria and methodological standards and, at the same time, review Annex III of Directive 2008/56/EC, and if necessary revise it, and develop specific guidance to ensure a more coherent and consistent approach for assessments in the next implementation cycle.
Om ervoor te zorgen dat de tweede uitvoeringscyclus van de mariene strategieën van de lidstaten verder bijdraagt tot de verwezenlijking van de doelstellingen van Richtlijn 2008/56/EG en meer samenhangende omschrijvingen van de goede milieutoestand oplevert, heeft de Commissie in haar verslag over de eerste fase van de tenuitvoerlegging de aanbeveling gedaan dat, op het niveau van de Unie, de diensten van de Commissie en de lidstaten samenwerken om Besluit 2010/477/EU te herzien, versterken en verbeteren met het oog op een duidelijkere, eenvoudigere, beknoptere en samenhangende reeks criteria voor de goede milieutoestand en methodologische standaarden en, tegelijkertijd, bijlage III bij Richtlijn 2008/56/EG toetsen en zo nodig aanpassen, en specifieke richtsnoeren ontwikkelen om te voorzien in een samenhangendere en consistentere benadering voor de beoordelingen in de volgende uitvoeringscyclus.

Is concerned that in its Final Assessment Report on the implementation of the College’s MAP for 2010-2014, the IAS found a lack of clarity in the description of some items in the MAP and overlap between some of its milestones; stresses, therefore, that the progress reporting is not always accurate enough to allow a clear understanding of what the individual milestones imply in terms of concrete actions and it makes it difficult to assess the ultimate overall status of the related actions;
