On the initiative of Mrs Scrivener, the Commission is proposing that this option of maintaining reduced rates for horticultural products be renewed for a transitional period and extended to other Member States wishing to take advantage of it. BACKGROUND Since 1 January 1993 Member States have had to apply a minimum standard VAT rate of 15% and have been able to introduce one or two reduced rates of no less than 5% for a restricted range of 17 categories of essential goods and services in the social or cultural fields.
