Considers that no single solution exists for improving the situation of such minorities in all the Member States, but that some common and minimum objectives for public authorities in the EU should be developed, taking account the relevant international legal standards and existing good practices; calls on the Member States to ensure that their legal systems guarantee that persons belonging to a recognised national minority will not be discriminated against, and to adopt adequate measures to promote effective equality, based on the relevant international norms and good practice, inter alia the Council of Europe Framework Convention for the Protection of National Minorities; calls on the Commission to establish a policy standard for the protection of national minorities, including indigenous, traditional ethnic and linguistic minority communities, bearing in mind that they comprise more than 10 % of the total population of the EU, in order to avoid applying double standards that differentiate between candidate countries and Member States; stresses the need for a comprehensive EU protection system for traditional national minorities, regional linguistic groups and constitutional regions accompanied by a functioning monitoring mechanism, following the example of the EU Framework for National Roma Integration Strategies; calls on the Member States to provide comprehensive data on violations of the fundamental rights of minorities, so as to allow the FRA and the EU to ensure data collection and reporting;

Supports the Commission's proposal that the N+2 and N+3 rules should, in certain situations, be applied systematically, possibly at the level of Member States' allocations, in order to provide greater flexibility, except in the first year of funding and except for cross-border programmes, and that any other derogations from the automatic decommitment rule should only reflect an adaptation to the administrative burdens imposed by new provisions related to strategic programming, results-based orientation and ex ante conditionality; supports, indeed, the application of an N+3 rule in the case of cross-border programmes, in order to take account of the slower administrative processes resulting from the linguistic and cultural challenges they face; considers this will guarantee that a balance is struck between high-quality investment and smooth and speedy programme implementation;

The first subparagraph shall not apply to conditions relating to linguistic knowledge required by reason of the nature of the post to be filled.

Endorses the concept of "controlled multilingualism" and remains committed to the principle of equal treatment of all languages, as Parliament's legitimacy and representativeness may not be compromised; invites the Steering Committee, having regard to the consultations between the Secretary-General and the representatives of the interpretation service, to forward the relevant conclusions in due time before the adoption of the 2003 estimates and to further develop the detailed arrangements of the post-enlargement linguistic regime in order to facilitate a smooth transition and to avoid a loss in quality of translations and interpretation after enlargement; takes the view, however, that a wider debate on the post-enlargement linguistic regime must take place; insists that multilingualism should be applied in a rational way and services should focus on Parliament's core activities; considers also that further measures should be taken to optimise the use of available resources, such as, for instance, better timing of meetings of parliamentary bodies to avoid "peak days"; expresses its support for making available the necessary appropriations for its Members and staff to learn the languages of the candidate countries; requests further clarity as regards the cost-effectiveness and (dis)advantages of freelance translations in comparison with in-house translations and wishes to explore the concept of tele-working;
