TRADUCTIONS EN CONTEXTE

On the basis of the Agriculture Act (Ur. l. RS 54/00) and in connection with the Rural Development programme 2000-2006 (SAPARD programme) and the provisions of the Multi-annual Financing Agreement, the Slovenian Government issued on 13 December 2001 the Decree on the agricultural structural policy measures of the Rural Development Programme 2000-2006 (SAPARD), laying down the measures, purpose, beneficiaries and the general requirements for the granting of SAPARD pre-accession aid.
Op basis van de Landbouwwet (Ur. l. RS 54/00) en in samenhang met het programma voor plattelandsontwikkeling 2000-2006 (het Sapard-programma) en de bepalingen van de meerjarige overeenkomst voor de financiering, vaardigde de Sloveense regering op 13 december 2001 het decreet uit over de structurele beleidsmaatregelen ten aanzien van de landbouw in het kader van het programma voor plattelandsontwikkeling 2000-2006 (Sapard), houdende vastlegging van de maatregelen, doelstelling, begunstigden en de algemene voorwaarden voor het verlenen van pretoetredingssteun uit hoofde van Sapard.

The Decree provides the legal basis for the publication of the Ordinance on the amount of funds granted for the agricultural structural policy measures of the Rural Development Programme 2000-2006 (SAPARD) and the publication of open invitations to tender.
Het decreet voorziet in de rechtsgrondslag voor de publicatie van de verordening over het bedrag aan middelen dat wordt verleend ten behoeve van de structurele beleidsmaatregelen ten aanzien van de landbouw in het kader van het programma voor plattelandsontwikkeling (Sapard) en de publicatie van openbare aanbestedingsprocedures.

123.Expects the Commission to present to Parliament an evaluation before 10 April 2008 of the quality of all the annual summaries received for Agriculture, Structural Policy and Fisheries; this evaluation should entail a breakdown per Member State and per policy area and should give an opinion on the overall assurance and overall analysis that can be drawn from them;

G. whereas the reform of structural policy for the period 2007-2013 brought with it changes to the structure of the Funds and the basis for the allocation of assistance under this policy, and the establishment of a new European Agricultural Fund for Rural Development (EAFRD) linked to the common agricultural policy (CAP) and disconnected from cohesion policy,
G. overwegende dat de hervorming van het structuurbeleid voor de periode 2007-2013 veranderingen met zich heeft meegebracht ten aanzien van de structuur van de fondsen en de basis waarop in het kader van dit beleid bijstand wordt verleend, evenals de oprichting van het nieuwe Europees Landbouwfonds voor Plattelandsontwikkeling (ELFPO) dat onderdeel is van het gemeenschappelijk landbouwbeleid (GLB) en losgekoppeld is van het cohesiebeleid,

Calls for the CAP and policies for rural areas to be strengthened and geared more to a sustainable improvement in general economic, regional and social conditions; a varied and viable agricultural structure based on the objectives of the European agricultural model requires performance-related compensation for the socially desirable functions that are part of the multifunctional regime; the modulation of direct payments should be geared to bringing down operating costs, in line with the objectives of direct payments, and developed in the light of the need to maintain a viable agricultural structure adapted to local needs;
9. dringt erop aan dat het GLB en het voor het platteland relevante beleid meer worden gericht op een duurzame verbetering van de economische, regionale en sociale randvoorwaarden; is van mening dat voor een veelzijdige en goed functionerende landbouwstructuur overeenkomstig de doelstellingen van het Europese landbouwmodel een vergoeding naar prestatie nodig is voor de maatschappelijk gewenste functies in het kader van de multifunctionaliteit; is van mening dat de modulering van rechtstreekse steun, met inachtneming van de doelstellingen van de rechtstreekse steun, gericht moet zijn op schaalvoordelen voor bedrijven en dat bij de ontwikkeling van de modulering aandacht moet worden besteed aan de handhaving van een aan de lokale situatie aangepaste landbouwstructuur;
