It is also the result of a desire to side-step working regulations and standards (minimum wage, maximum working hours, safety and certification).

The European Economic and Social Committee (EESC) considers it necessary to reiterate the importance of combating the shadow economy and undeclared work, to accompany and complement the work being done by the European Commission, specialised institutions such as Eurofound and other international organisations, not least the World Bank.

Undeclared work undermines the financing and delivery of social protection and public services. Tackling undeclared work requires a policy-mix combining both preventive actions and the application of sanctions. Policy initiatives to be promoted could include simplification of procedures and legislation; increased public awareness of the possible negative effects of undeclared work and the shadow economy; exchange of information and increased communication; co-operation between authorities; lowering the tax burden on labour; effective surveillance and sanctions; and the full implementation of the Action Plan to combat illegal migration [11].
Tot de te stimuleren beleidsinitiatieven behoren een vereenvoudiging van procedures en wetgeving, een groter bewustzijn bij het publiek van de mogelijke negatieve effecten van zwartwerk en de schaduweconomie, uitwisseling van informatie en betere communicatie, samenwerking tussen overheden, verlaging van de belastingdruk op arbeid, effectieve sancties en toezicht, en een volledige uitvoering van het Actieplan ter bestrijding van illegale migratie [11].

Member States, regional and local authorities should encourage these links and foster public-private partnerships with such measures as study/site visits, work experience, joint projects, mentoring and exchanges involving teachers and managers/employees from the world of work.
