5. Calls on regional and local authorities to take advantage of the great opportunities offered by the Structural Funds and invest in the improvement or renewal of existing infrastructure and technology (in particular in regions where water resources are wasted due to leakages from water pipes) including, notably, clean technologies that facilitate the efficient use of water and can be linked to integrated water resource management (IRM), in particular to address the challenge of water efficiency (in terms of savings and reutilisation) in the industrial and agricultural sectors as well as on the part of domestic consumers;
5. vraagt de regionale en plaatselijke overheden gebruik te maken van de grote mogelijkheden van de structuurfondsen door te investeren in verbetering of vernieuwing van bestaande infrastructuur en technologie, (in het bijzonder in regio's waar water wordt verspild door lekkende leidingen), met inbegrip van o.m. schone technologieën die doelmatig gebruik van water vergemakkelijken en die in verband kunnen worden gebracht met geïntegreerd beheer van watervoorraden, met name om het probleem van het doelmatig gebruik van water in de sectoren industrie, landbouw en particuliere consumptie aan te pakken (voor wat betreft besparing en hergebruik);

– Environmental technologies for observation, prevention, mitigation, adaptation, remediation and restoration of the natural and man-made environment: related to water, climate, air, marine, urban and rural environment, soil, energy, minerals, waste treatment, recycling, clean production processes and sustainable products , treatment and/or valuable re-use of residues or waste materials from energy production , chemicals safety, protection of cultural heritage and of the built environment.
– Milieutechnologie voor observatie, preventie, mitigatie, adaptatie, sanering en herstel van het natuurlijke en door de mens gecreëerde milieu : op het gebied van water, klimaat, lucht, het mariene, stedelijke en plattelandsmilieu, bodem, energie, mineralen, afvalbehandeling, recycling, schone productieprocessen en duurzame producten, behandeling en/of waardevol hergebruik van rest- en afvalstoffen uit de energieopwekking, veiligheid van chemische stoffen, bescherming van het cultureel erfgoed en van de gebouwde omgeving.

In order to achieve a high level of environmental protection, Member States should, in addition to taking responsible action to ensure the disposal and recovery of waste, take measures to restrict the production of waste particularly by promoting clean technologies and products which can be recycled and re‐used, taking into consideration existing or potential market opportunities for recovered waste.
De lidstaten moeten ter wille van een hoog niveau van milieubescherming niet alleen op verantwoorde wijze stappen nemen om te waarborgen dat afvalstoffen worden verwijderd en nuttig worden toegepast, doch moeten daarnaast ook maatregelen treffen om het ontstaan van afvalstoffen te beperken, met name door schone technologieën en recycleerbare en opnieuw te gebruiken producten te bevorderen, rekening houdend met de bestaande of potentiële marktmogelijkheden voor afvalstoffen die nuttig zijn toegepast.
