The impact of both, the soon-to-be established 'unemployment benefit II' and the better placement efforts in job centres, on people at risk of poverty needs to be closely monitored. There is a commitment to offer everybody between 15 and 25 years of age a job or qualification measure, if unemployed. In the light of the shortage of vocational training places, that has intensified in recent years, the target to cut the number not having obtained vocational qualifications by half by 2010 is quite ambitious.
