Concreet gezien houdt dit in dat iedereen voortaan kan verzoeken om tot de niet-gepubliceerde documenten van de Commissie toegang te verkrijgen, met inachtneming welteverstaan van andere grondbeginselen zoals dat van de bescherming van openbare en particuliere belangen.

In practical terms this means that unpublished Commission documents will now be more widely available on request from the public, notably documents relating to Commission initiatives and other explanatory material.
In de praktijk betekent dit dat niet-gepubliceerde documenten van de Commissie voortaan op grotere schaal beschikbaar zullen zijn op verzoek van het publiek, met name documenten in verband met initiatieven van de Commissie en ander toelichtingsmateriaal.
