having regard to the 17 June 2010 report of the United Nations Special Rapporteur on the situation of human rights in Cambodia, which deplores external interference in the work of the judiciary (7),
gezien het verslag van de speciaal rapporteur van de Verenigde Naties voor de mensenrechtensituatie in Cambodja van 17 juni 2010, waarin de inmenging van buitenaf in het werk van de rechterlijke macht wordt betreurd (7),

Calls on the Cambodian authorities to heed the recommendations made by the United Nations Special Rapporteur on the situation of human rights in Cambodia; invites the Parliament of Cambodia to debate his report in parliament and to take the necessary measures to ensure implementation of his recommendations;
roept de Cambodjaanse autoriteiten op nota te nemen van de aanbevelingen van de speciaal rapporteur van de Verenigde Naties voor de mensenrechtensituatie in Cambodja; verzoekt het parlement van Cambodja over dit verslag te debatteren en de nodige maatregelen te nemen opdat de daarin geformuleerde aanbevelingen worden opgevolgd;

10. Calls on the High Representative and the Member States publicly to support the recommendation of the United Nations Special Rapporteur on Burma/Myanmar that the United Nations establish a commission of inquiry into war crimes and crimes against humanity in Burma/Myanmar, and to include this request in the draft resolution to be discussed at the United Nations General Assembly in 2010;
10. verzoekt de Hoge Vertegenwoordiger en de lidstaten openlijk hun steun uit te spreken voor de aanbeveling van de speciale VN-rapporteur voor Birma/Myanmar om een VN-commissie in te stellen die onderzoek moet gaan doen naar oorlogsmisdaden en misdaden tegen de menselijkheid in Birma/Myanmar, en deze aanbeveling op te nemen in de ontwerpresolutie van de Algemene Vergadering van de Verenigde Naties dit jaar;

Calls on the Council to do its utmost to implement the fundamental right to health as regards the treatment of pain and access to opioid analgesics, noting that the International Narcotics Control Board has asked the international community to promote the prescription of painkillers, on condition of stringent control by recognised international and national supervision agents, such as national governments and United Nations specialised agencies, especially in poor countries, as severe under-treatment is reported in more than 150 countries; calls on the Council and the Commission to work towards WHO membership being opened up to all States, as set out in Article 3 of its Constitution, thus enhancing the effectiveness and universality of WHO programmes;
verzoekt de Raad al het mogelijke te doen voor het realiseren van het fundamentele recht op gezondheid wat betreft pijnbestrijding en toegang tot opiumbevattende pijnstillers; merkt op dat het Internationale Comité van toezicht op verdovende middelen de internationale gemeenschap heeft gevraagd het voorschrijven van pijnstillers te bevorderen, op voorwaarde van strenge controle door erkende internationale en nationale toezichthouders, zoals gespecialiseerde bureaus van de nationale regeringen en de Verenigde Naties, met name in arme landen, aangezien voor meer dan 150 landen melding wordt gemaakt van ernstige onderbehandeling; verzoekt de Raad en de Commissie te streven naar de openstelling van het lidmaatschap van de WHO voor alle staten, zoals is vastgelegd in artikel 3 van haar Statuut, zodat de effectiviteit en de universaliteit van de programma's van de WHO zullen toenemen;

Urges the Commission to continue to promote corporate social responsibility among European and local companies; asks the Council to report back to Parliament on any feedback from the United Nations Special Representative on Business and Human Rights which clarifies standards of corporate responsibility and accountability for trans-national corporations and other business enterprises with regard to human rights;
dringt er bij de Commissie op aan om onder Europese en locale ondernemingen maatschappelijk verantwoord ondernemerschap te bevorderen; verzoekt de Raad het Parlement verslag te doen van iedere feedback van de speciale vertegenwoordiger van de VN inzake het bedrijfsleven en mensenrechten die duidelijkheid verschaft over de verantwoordelijkheids- en aansprakelijkheidsnormen die voor transnationale en andere zakelijke ondernemingen gelden met betrekking tot mensenrechtenschendingen;

Welcomes the fact that the Council establishes and regularly updates lists of focus countries in respect of which additional concerted efforts are made with a view to implementation of the European Union Guidelines on children and armed conflicts, on the death penalty (so-called ‘countries on the cusp’) and on human rights defenders; notes that a similar practice is also envisaged under the Implementation Strategy of the new European Union Guidelines on the promotion and protection of the rights of the child; encourages the Council and the Commission to extend this good practice, which allows the European Union inter alia to react in a more effective manner through demarches, statements and other forms of action, to the European Union Guidelines on torture; encourages the Council and the Commission to involve United Nations Special Mechanisms and to take into account recommendations and urgency resolutions of the European Parliament when identifying focus countries;
verwelkomt het feit dat de Raad regelmatig geactualiseerde lijsten opstelt van aandachtslanden ten aanzien waarvan aanvullende gecoördineerde inspanningen worden ondernomen gericht op implementatie van de EU-richtsnoeren inzake respectievelijk kinderen en gewapende conflicten, de doodstraf (zogenoemde „landen die op een keerpunt staan”) en mensenrechtenverdedigers; merkt op dat iets vergelijkbaars ook is voorzien onder de implementatiestrategie voor de nieuwe EU-richtsnoeren inzake de bevordering en bescherming van de rechten van het kind; spoort de Raad en de Commissie aan deze goede praktijk — die de Europese Unie onder andere in staat stelt om effectiever te reageren op mensenrechtenschendingen, via demarches, verklaringen en andere actievormen — ook op te stellen voor de EU-richtsnoeren inzake foltering; spoort de Raad en de Commissie aan om bij het vaststellen van aandachtslanden ook gebruik te maken van de speciale mechanismen van de VN en de aanbevelingen en spoedeisende resoluties van het Europees Parlement in aanmerking te nemen;

– (ES) Madam President, as other Members have pointed out and as is pointed out time and time again in the reports by the United Nations Special Representative on Human Rights in Myanmar, Mr Paulo Sergio Pinheiro, and in the reports by the United Nations Secretary-General’s Special Representative on Human Rights Defenders, Hina Jilani, the situation in Burma continues to be of concern and is deteriorating every day.

One example of this is that government’s repeated decision not to allow access to the United Nations Special Rapporteur on the human rights situation and the United Nations Special Rapporteur on the right to food, as well as several humanitarian and human rights NGOs.
