In Jordan, the UNRWA project on ‘strengthening the resilience of Palestinian refugees from Syria’ is introducing a set of protection interventions to prevent these refugees from falling into extreme vulnerability.

Welcomes the release by the Commission of immediate emergency funding to the sum of EUR 2.5 million for UNRWA’s operations to deliver life-saving assistance to Palestinian refugees in Syria; commends UNRWA for the important work it is doing and expresses its strong commitment to continuing to work together with UNRWA Commissioner-General Pierre Krähenbühl and all other partners to help alleviate the suffering of those in greatest need; stresses the need for the EU and its Member States to increase their support for UNRWA for the emergency relief effort for civilians in Yarmouk and other parts of Syria, ensuring that all Palestine refugees, host communities and others have the assistance they need; urges the EU to participate in the funding of the USD 30 million UNRWA emergency appeal and to provide diplomatic and political support for UNRWA;

Points out that, in accordance with the declaration signed by the Commission and UNRWA on EU support for UNRWA (2011-2013), the EU’s annual contribution is based on the 2011 Palestinian allocation (EUR 300 million), and a reduction in that reference amount would have a knock-on effect on the allocation for UNRWA; believes that increased funding for Palestine and UNRWA is crucial for ensuring that UNRWA is given the necessary resources it needs to provide the essential services for which it has been mandated by the UN General Assembly and to safeguard the safety and livelihood of refugees in the light of the instability in the region;

The Commission also considers that it is for international financial institutions and United Nations agencies (not only the HCR but also the UNDP, OCHA, OHCHR, UNRWA, UNICEF, the WFP, WHO etc...), under the supervision of the Secretary-General, to better define the functions of each in improving the governance of refugees and to establish a strategic coordinated action plan to make practical improvements to the prospects for durable solutions in the application of each of these functions, having regard both to the fate awaiting refugees and to the capacities of the host countries and countries of origin concerned by flows related to asylum, integration and durable returns.
