On 24 April 2013, the Commission published a proposal for a Council Decision to accept the Amendment to Articles 25 and 26 of the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes (the "Helsinki Convention").

With this decision, the EU joins the Convention on the protection and use of transboundary watercourses* and international lakes. This is known as the Helsinki convention, as it was signed there in 1992.

59. Calls on the Commission, on behalf of the European Union and the Member States, to accede to the 1997 United Nations Convention on International Watercourses and to promote the entry into force of the amendments to the 1992 Helsinki Convention on the Protection and Use of Transboundary Watercourses and International Lakes, in order to extend the scope of this instrument beyond the UNECE countries alone, and to encourage wider ratification of the Protocol on Health and Water to the 1992 Helsinki Convention, with a view to promoting the coordinated and fair management of water in national and international basins;
59. verzoekt de Commissie om namens de Europese Unie en de lidstaten partij te worden bij het VN-Verdrag uit 1997 inzake internationale waterlopen, en tevens de inwerkingtreding van wijzigingen in het Verdrag van Helsinki van 1992 inzake de bescherming en het gebruik van grensoverschrijdende waterlopen en internationale meren te bevorderen, zodat de werkingssfeer van dit instrument tot buiten de landen van de VN/ECE kan worden uitgebreid, en op te roepen tot bredere ratificatie van het Protocol van Helsinki van 1992 betreffende water en gezondheid, om een gecoördineerd en eerlijk waterbeheer binnen de nationale en transnationale stroomgebieden te bevorderen;

15. 15. verzoekt de Commissie, namens de Europese Unie, alsook de lidstaten om toe te treden tot het VN-Verdrag over internationale waterlopen van 1997 en voorts de inwerkingtreding van de amendementen op het Verdrag van Helsinki over de bescherming en het gebruik van grensoverschrijdende waterwegen en internationale meren van 1992 te bevorderen ten einde de reikwijdte van dit instrument tot buiten de landen van de Economische Commissie van de Verenigde Naties voor Europa uit te breiden, alsook om aan te sporen tot ratificatie op grotere schaal van het protocol betreffende water en gezondheid bij het Verdrag van Helsinki van 1992 ten einde een gecoördineerd en rechtvaardig beheer van water in nationale en transnationale bekkens te bevorderen;
