The rapporteur welcomes the setting-up of the UAE-EU technical working party on human rights, on the occasion of the transfer to Annex II. The United Arab Emirates have also guaranteed equal treatment of all European citizens and complete reciprocity with effect from 22 March 2014.
De rapporteur is ingenomen met de instelling van de technische werkgroep Verenigde Arabische Emiraten - EU inzake de mensenrechten, ter gelegenheid van de verplaatsing naar bijlage II. As regards trade relations, the EU is currently the principal trading partner of the United Arab Emirates, while the UAE is ranked 14th among the trading partners of the EU and its Member States.

Taking into account the recent developments in this matter and the forthcoming inclusion of the United Arab Emirates (UAE) in the positive list, the rapporteur is in favour of this inclusion whilst at the same time pointing out to the Commission and the authorities in the UAE two priorities that require a particular focus alongside the adoption of this report and negotiations on a future bilateral implementation agreement.
Uitgaande van de laatste ontwikkelingen van het dossier en de toekomstige plaatsing van de Verenigde Arabische Emiraten op de positieve lijst, steunt de rapporteur deze kandidatuur, maar wijst de Commissie en de autoriteiten van de VAR daarbij wel op twee prioritaire punten die bijzondere aandacht vragen bij de goedkeuring van dit verslag en de onderhandelingen over een toekomstige bilaterale uitvoeringsovereenkomst:

Welcomes the accession of the United Arab Emirates on 19 July 2012 to the United Nations Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, and urges the UAE authorities to affirm its commitment to its assumed treaty obligations by conducting thorough, impartial and independent investigations into the allegations of torture as well as allegations that individuals have been forcibly disappeared;

F. whereas the authorities of the United Arab Emirates have insisted that their crackdown is a response to a foreign-inspired Islamist plot that aims to overthrow the government; whereas the detainees all have ties to al-Islah, a peaceful Islamist group that has operated in the United Arab Emirates since 1974; whereas the evidence indicates that national security is the pretext for a crackdown on peaceful activism designed to stifle calls for constitutional reform and reform on human rights issues such as statelessness;

While Phoenix Aviation’s Air Operator’s Certificate was issued by Kyrgyzstan, there is evidence showing s that the airline has its principal place of business in the United Arab Emirates (UAE), contrary to the requirements of Annex 6 to the Chicago Convention.
