Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

Points out that the increase in the number of new EU Pilot files, in particular relating to the environment, taxation, justice and customs, during the period under examination, as well as the decrease in the number of open infringement cases, point to a positive tendency in Member States as regards the implementation of EU law, demonstrating that EU Pilot has proved to be effective in achieving early resolution of potential infringements; considers, nevertheless, that more efforts should be made in the field of enforcement of EU law in order to strengthen its transparency and its oversight by complainants and interested parties, and regrets that, despite its repeated requests, Parliament still has inadequate access to information about the EU Pilot procedure and pending cases; notes the need to reinforce the legal status and strengthen the legitimacy of EU Pilot, and considers that this can be achieved through more transparency and greater participation by complainants and by the European Parliament;
18. wijst erop dat de toename tijdens de onderzochte periode van het aantal nieuwe dossiers via EU-pilot, met name in verband met het milieu, belasting, justitie en douane, en de afname van het aantal openstaande inbreukprocedures, blijk geven van een positieve tendens in de lidstaten wat betreft de uitvoering van EU-recht, en aantoont dat EU-pilot een doeltreffend middel is om tot een vroegtijdige oplossing voor mogelijke inbreuken te komen; is van niettemin van mening dat meer gedaan moet worden op het gebied van de handhaving van EU-recht om de doorzichtigheid daarvan en de controle daarop door klagers en belanghebbende partijen te verbeteren, en betreurt het dat, ondanks herhaalde verzoeken, het Parlement nog steeds onvoldoende toegang heeft tot informatie over EU-Pilot-procedures en lopende zaken; stelt vast dat er behoefte bestaat aan versterking van de juridische status en de legitimiteit van EU-pilot, en is van mening dat dit tot stand gebracht kan worden door meer transparantie en grotere participatie van klagers en het Europees Parlement;

4. Notes with interest the introduction of the EU Pilot mechanism which, via its online platform, facilitates communication between the Commission and Member States so as to avoid dysfunctions and prevent infringement proceedings from being initiated wherever possible; recalls, however, that the EU Pilot is a cooperative working tool, which has no legal status and allows the Commission a discretionary power that does not comply with the proper standards of transparency and accountability; recalls also that the potential lack of transparency in the content of communications to and exchanges of information with the Member States should not be allowed in any way to undermine the rights of EU citizens under the rule of law or to serve to justify direct or indirect discrimination within the meaning of Article 9 of the TEU, and calls on the Commission to:

Calls for the establishment of the pilot projects proposed, in particular the pilot project aimed at filling in existing data gaps to develop robust evidence-based instruments that reward producers who deliver extra-environmental public goods, the pilot project establishing a European coordinated network for animal welfare, and the pilot project to provide information to consumers, in schools, at points of sale and at other contact points, concerning the high quality, food safety, environmental and animal welfare standards that European farmers have to meet; calls for implementation of the pilot project on the creation of a European farm prices and margins observatory, which, given the price volatility of recent years, will be an important tool for improving transparency in the food supply chain; calls for the extension of the pilot project on an exchange programme for young farmers and for implementation of the pilot project to fine-tune technology for reading sheep’s electronic identification codes; calls on the Commission to implement all the proposed pilot projects.

The Commission notes that the single flat-rate contribution of EUR 768000 for participation in recruitment and training of pilots and crews assigned to the new destinations served by the airport was not granted in accordance with the conditions laid down in Regulation (EC) No 68/2001: the costs borne are not limited to acceptable costs as provided for in Article 4(7) of the said Regulation(104) as they include the recruitment of pilots; as a single fixed contribution is involved, the costs are not backed up by supporting documentation, or transparent, or broken down into categories, and the intensity of the aid in relation to admissible costs is not defined.
De Commissie stelt vast dat de "eenmalige forfaitaire bijdrage van 768000 euro voor de aanwerving en opleiding van piloten en bemanningen voor de nieuwe bestemmingen die door de luchthaven worden aangedaan" niet is verleend met inachtneming van de in Verordening (EG) nr. 68/2001 genoemde voorwaarden: de gefinancierde kosten zijn niet beperkt gebleven tot de daarvoor in aanmerking komende kosten in de zin van artikel 4, lid 7, van genoemde verordening(104), aangezien zij ook betrekking hebben op de aanwerving van piloten. (39) Whereas the Structural Funds should provide support for studies, pilot projects and exchanges of experience in order to promote innovative approaches and practices through simple and transparent implementation;
(39) Overwegende dat bijstand uit de Structuurfondsen moet worden verleend voor studies, proefprojecten en uitwisselingen van ervaringen ter bevordering van innovatieve benaderingen en methoden in combinatie met een eenvoudige en doorzichtige uitvoering;

(c) to aim to enhance the effectiveness of cooperation between the authorities in the Member States responsible for implementation and enforcement of Community environmental legislation, inter alia via the network of environmental inspectors; in this context, to seek to achieve greater transparency as regards supervision and enforcement efforts in the individual Member States, and to step up joint cooperation efforts via the same network by means of pilot projects and exercises on the ground;
