Acknowledges that the tourism sector is dominated by small and medium-sized enterprises, together with a large number of micro-enterprises; takes the view, in this connection, that efforts to introduce better regulation, to reduce the administrative burden and to promote the competitiveness of European enterprises should be continued, not only within the sector itself but also as part of all EU policies affecting the tourism sector;

Stresses that the response to the rise of the ‘sharing economy’ must first be analysed before regulatory measures are taken; considers, however, that any action on the part of public authorities needs to be proportional and flexible in order to enable a regulatory framework that secures a level playing field for companies, and in particular a supportive positive business environment for SMEs and for innovation in the industry; considers, furthermore, that for the sake of consumer protection the security, safety and health regulations applicable to the traditional tourism sector should also apply to tourism services provided on a commercial basis within the sharing economy;

[11] The following services sectors were identified by Member States as a priority: construction and property related services, tourism and related services, food and beverage services, services of regulated professions, wholesale and retail services, business services and private education services.

23. Calls on the Member States to simplify the rules and reduce the administrative burden in order to make optimum use of the European financial instruments available for the current financial programming period, and to develop the competitiveness of the tourism sector and of tourist destinations; urges that, as part of the cohesion policy review and in light of the new Treaty competence for tourism, the role of tourism as a means of redressing the social, economic and territorial balance be upgraded; hopes that every form of funding that the EU provides for tourism will be tied to the provision of competitive services of an excellent standard and quality, and to sustainability; calls for the next financial perspectives and Structural Fund regulations to include among their priorities the rehabilitation of tourist areas that have fallen into decline in order to guarantee their competitiveness and sustainability;
23. verzoekt de lidstaten de regels te vereenvoudigen en de administratieve lasten te verlagen, zodat optimaal gebruik kan worden gemaakt van de Europese financiële instrumenten op grond van de huidige financiële programmering, en het concurrentievermogen van de sector en van de toeristische bestemmingen te ontwikkelen; verlangt nadrukkelijk dat in het herziene cohesiebeleid en in het licht van de nieuwe bevoegdheid voor toerisme waarin het Verdrag voorziet, de rol van het toerisme sterker wordt benadrukt als middel om het sociale, economische en territoriale evenwicht te herstellen; hoopt dat elke EU-steun op het gebied van toerisme afhankelijk wordt gemaakt van een concurrerend dienstenaanbod van uitmuntende kwaliteit en van duurzaamheid; dringt erop aan dat in de nieuwe financiële vooruitzichten en structuurfondsregelingen het volgende als prioriteit wordt opgenomen: herstel van noodlijdende toeristengebieden om hun concurrentievermogen en duurzaamheid te waarborgen;
