At a time when the EU is taking major steps towards a deep and genuine Economic and Monetary Union[1], of which democratic legitimacy is a cornerstone, with a Political Union on the horizon, it is all the more important to focus on the things the EU is doing to make citizens’ lives easier, to help them understand their rights and involve them in a debate on the Europe they want to live in and build for future generations.

This led to the convening of two Inter-Governmental Conferences, one on EMU and the other on political union.

The Conferences of the Representatives of the Governments of the Member States convened in Rome on 15 December 1990 to adopt by common accord the amendments to be made to the Treaty establishing the European Economic Community with a view to the achievement of political union and with a view to the final stages of economic and monetary union, and those convened in Brussels on 3 February 1992 with a view to amending the Treaties establishing respectively the European Coal and Steel Community and the European Atomic Energy Community as a result of the amendments envisaged for the Treaty establishing the European Economic Community have adopted the following texts:

De Conferenties van de Vertegenwoordigers van de Regeringen der Lid-Staten, op 15 december 1990 te Rome bijeengeroepen om in onderlinge overeenstemming de wijzigingen vast te stellen die moeten worden aangebracht in het Verdrag tot oprichting van de Europese Economische Gemeenschap met het oog op de totstandbrenging van de Politieke Unie en met het oog op de slotfasen van de Economische en Monetaire Unie, alsmede de Conferenties, op 3 februari 1992 te Brussel bijeengeroepen om in het Verdrag tot oprichting van de Europese Gemeenschap voor Kolen en Staal en het Verdrag tot oprichting van de Europese Gemeenschap voor Atoomenergie de wijzigingen aan te brengen welke voortvloeien uit de wijzigingen van het Verdrag tot oprichting van de Europese Economische Gemeenschap, hebben de volgende teksten vastgesteld:
