Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. 20. Notes the importance given to the link between terrorism and human rights at the 31 session; condemns once more the attacks by the organisation styled ‘the Islamic state’ and all other terrorist organisations and expresses its most sincere condolences to the victims of these crimes and their families; stresses that the fight against terrorism must not under any circumstances serve as a pretext for restricting personal freedoms and fundamental rights; believes that the ‘warlike’ response by the Western countries – above all the EU and the US – far from reducing the terrorist threat only aggravates the spiral of violence; reiterates that an effective plan to fight against terrorism cannot be implemented until such time as we put a stop to the funding of terrorist organisations, including by suspending all trade or partnerships agreements with countries supporting these organisations; emphasises, furthermore, the importance of strengthening public intelligence, security and justice services, but also the need to implement prevention programmes and establish centres funded by governments to detect at an early stage the recruitment methods of terrorist sects, put an end to the recruitment channels and allow the rehabilitation of persons recruited by these organisations; recalls that the right to safety and security is fundamental and condemns any public policy seeking to discriminate against part of the population on the basis of its origin or religion;

Stresses the need for the effective implementation of human rights, non-proliferation and counter-terrorism clauses in agreements of all kinds with third countries, avoiding ad hoc modifications in order to ensure coherence and effectiveness; calls on the Commission to present proposals within the framework of the new Stability, Pre-Accession, ENPI and DCI instruments to provide, within the respective legal scope of those instruments, technical and financial assistance to third countries so as to help them meet their commitments resulting from the above-mentioned clauses; underlines the need for those new instruments to be applied in a manner consistent with, and complementary to, the new Democracy and Human Rights European Instrument;

It is necessary to distinguish the technical development of SIS II as such, the Spanish initiatives concerning the introduction of some new functions for the SIS, (including those in the fight against terrorism), the political discussion in the Council about the issues listed above, the occasional legislative proposal emerging from this political discussion like the recent one on access for vehicle registration authorities, the discussions in the Council working groups, and closely related questions like the procedure to amend the SIRENE manual or the practical implementation of the European Arrest Warrant through the SIS.

The negotiations embarked upon at Marrakesh and set to continue within the World Trade Organisation (WTO) will help ensure that international trade contributes to social development : - to ensure that social development policy goals specifically aim to close the yawning gap in many poor and middle-income countries caused by unequal access to land, credit and education (particularly for women); - to have social development included in the policies recommended and financially sponsored by international institutions such as the IMF and World Bank, particularly structural adjustment; - to ensure that international free movement of capital, which is vital for the development of the South and modernisation of the East, takes place within a legal framework so that precious development resources are not diverted towards criminal activities (drugs, corruption and terrorism) or improperly avoid taxation; (b) bilaterally to secure, from countries which receive financial aid from the Community or benefit from its trade preferences, reciprocal undertakings to : - ratify and comply with the above multilateral agreements; - give priority to job creation and the fight against poverty in cooperation programmes for development between the EU and its partners by reducing inequalities and striving to have such goals included in their domestic policies; - give priority in granting aid and trade preferences to countries which undertake genuine and effective social development strategies; - in Africa in particular, the EU should use its aid and cooperation instruments to support and strengthen domestic efforts to enable countries to gain a sounder foothold in world trade and foster investment growth; - in Central and Eastern European countries in transition it is essential that the benefits of reform are realised as rapidly as possible while reducing the resultant social risks by assisting those most disadvantaged by the social effects of the changes under way.
