Teneinde multimodaal vracht- en passagiersvervoer te vergemakkelijken stellen lidstaten in hun nationale beleidskaders, in nauwe samenwerking met beheerders van spoorweginfrastructuur, eigenaars van stations voor spoorvervoer en openbaar vervoer en beheerders van spoorvrachtterminals en logistieke centra, een minimumaantal stations voor spoorvervoer en openbaar vervoer vast die in hun omgeving op technisch geschikte plaatsen moeten worden uitgerust met oplaadpunten voor elektrische voertuigen.
