In order to prevent the transmission of diseases by human tissues and cells for human applications and to ensure an equivalent level of quality and safety, Directive 2004/23/EC calls for the establishment of specific technical requirements for each one of the steps in the human tissues and cells application process, including standards and specifications with regard to a quality system for tissue establishments.

To minimise the risk of infection and prevent transmission of disease when transplanting human tissues and cells, the directive lays down quality and safety standards.
In deze richtlijn zijn kwaliteits- en veiligheidsnormen vastgelegd om het risico van infecties te minimaliseren en de overdracht van ziekten te voorkomen tijdens het transplanteren van menselijke weefsels en cellen.

1. Member States shall ensure that there is a system in place to report, investigate, register and transmit information about serious adverse events and reactions which may influence the quality and safety of tissues and cells and which may be attributed to the procurement, testing, processing, storage and distribution of tissues and cells, as well as any serious adverse reaction observed during or after clinical application which may be linked to the quality and safety of tissues and cells.

De lidstaten voorzien in de invoering van een systeem voor het melden, onderzoeken, registreren en doorgeven van gegevens over ernstige ongewenste voorvallen en bijwerkingen die van invloed kunnen zijn op de kwaliteit en de veiligheid van weefsels en cellen en mogelijk toe te schrijven zijn aan het verkrijgen, testen, bewerken, bewaren en distribueren van weefsels en cellen, en over ernstige ongewenste bijwerkingen die tijdens of na de klinische toepassing worden vastgesteld en die verband kunnen houden met de kwaliteit en de veiligheid van weefsels en cellen.
