This holds particularly true for the euro, which is the single currency of 330 million people in the euro area and which is the second most important international currency.

Without prejudice to the unified spelling of the name of the single currency of the European Union referred to in the Treaties as displayed on the banknotes and on the coins, Latvia, Hungary and Malta declare that the spelling of the name of the single currency, including its derivatives as applied throughout the Latvian, Hungarian and Maltese text of the Treaties, has no effect on the existing rules of the Latvian, Hungarian or Maltese languages.

3. If it is decided, in accordance with the procedure set out in paragraph 2, to abrogate a derogation, the Council shall, acting with the unanimity of the Member States whose currency is the euro and the Member State concerned, on a proposal from the Commission and after consulting the European Central Bank, irrevocably fix the rate at which the euro shall be substituted for the currency of the Member State concerned, and take the other measures necessary for the introduction of the euro as the single currency in the Member State concerned.
3. Indien overeenkomstig de procedure van lid 2, wordt besloten tot intrekking van een derogatie, stelt de Raad met eenparigheid van stemmen van de lidstaten die de euro als munt hebben en de betrokken lidstaat, op voorstel van de Commissie en na raadpleging van de Europese Centrale Bank, onherroepelijk de koers vast waartegen de munteenheid van de betrokken lidstaat wordt vervangen door de Euro, en neemt hij de overige maatregelen die nodig zijn voor de invoering van de Euro als enige munteenheid in de betrokken lidstaat.

Pursuant to Article 1 of Council Decision 2007/503/EC of 10 July 2007 in accordance with Article 122(2) of the Treaty on the adoption by Cyprus of the single currency on 1 January 2008 the derogation in favour of Cyprus referred to in Article 4 of the 2003 Act of Accession is abrogated with effect from 1 January 2008; whereas the euro will be Cyprus' currency from 1 January 2008; whereas the Central Bank of Cyprus should no longer be party to the ERM II Central Bank Agreement from that date.

Pursuant to Council Decision 2006/495/EC of 11 July 2006 in accordance with Article 122(2) of the Treaty on the adoption by Slovenia of the single currency on January 2007 (3), Slovenia fulfils the necessary conditions for the adoption of the single currency and the derogation of Slovenia is abrogated with effect from 1 January 2007.

As for the costs of adapting to the Euro, the Commission, in association with the Member States, will ensure that the outermost regions receive special attention in awareness raising and training campaigns in order to smooth over the switchover to the single currency.
Wat de kosten voor de aanpassing aan de euro betreft, zal de Commissie er, in samenwerking met de lidstaten, voor zorgen dat de ultraperifere regio's in de bewustmakings- en voorlichtingscampagnes extra aandacht krijgen om een vlotte overgang naar de eenheidsmunt te bevorderen.

(2) Whereas according to Council Regulation (EC) No 974/98 of 3 May 1998 on the introduction of the euro (3), the euro shall be the currency of the Member States which adopt the single currency as from 1 January 1999; whereas the introduction of the euro requires the adoption of the conversion rates at which the euro will be substituted for the national currencies and at which rates the euro will be divided into national currency units; whereas the conversion rates in Article 1 are the conversion rates referred to in the third indent of Article 1 of Regulation (EC) No 974/98;
(2) Overwegende dat overeenkomstig Verordening (EG) nr. 974/98 van de Raad van 3 mei 1998 over de invoering van de euro (3), de euro met ingang van 1 januari 1999 de munteenheid is van de lidstaten die de eenheidsmunt aannemen; dat de invoering van de euro de vaststelling vereist van de omrekeningskoersen waartegen de nationale munteenheden door de euro zullen worden vervangen en waartegen de euro in de nationale munteenheden zal worden onderverdeeld; dat de omrekeningskoersen in artikel 1 de omrekeningskoersen zijn, bedoeld in artikel 1, derde streepje, van Verordening (EG) nr. 974/98;

(5) Whereas the third sentence of Article 109l (4) of the Treaty, which allows the Council, acting with the unanimity of participating Member States, to take other measures necessary for the rapid introduction of the single currency is available as a legal basis only when it has been confirmed, in accordance with Article 109j (4) of the Treaty, which Member States fulfil the necessary conditions for the adoption of a single currency; whereas it is therefore necessary to have recourse to Article 235 of the Treaty as a legal basis for those provisions where there is an urgent need for legal certainty; whereas therefore this Regulation and the aforesaid Regulation on the introduction of the euro will together provide the legal framework for the euro, the principles of which legal framework were agreed by the European Council in Madrid; whereas the introduction of the euro concerns day-to-day operations of the whole population in participating Member States; whereas measures other than those in this Regulation and in the Regulation which will be adopted under the third sentence of Article 109l (4) of the Treaty should be examined to ensure a balanced changeover, in particular for consumers;
(5) Overwegende dat artikel 109 L, lid 4, derde zin, van het Verdrag, waarbij de Raad de mogelijkheid krijgt met eenparigheid van stemmen van de deelnemende lidstaten de overige maatregelen die nodig zijn voor de spoedige invoering van de enige munteenheid te nemen, pas als rechtsgrondslag kan dienen, zodra overeenkomstig artikel 109 J, lid 4, van het Verdrag, bevestigd is welke lidstaten voldoen aan de nodige voorwaarden voor de aanneming van één munt; dat derhalve artikel 235 als rechtsgrondslag moet worden gebruikt voor de bepalingen ten aanzien waarvan dringend behoefte bestaat aan rechtszekerheid; dat derhalve de onderhavige verordening en de verordening over de invoering van de euro tezamen het rechtskader voor de euro vormen, waarvan de beginselen zijn vastgesteld door de Europese Raad van Madrid; dat de invoering van de euro gevolgen heeft voor de dagelijkse verrichtingen van de gehele bevolking van de deelnemende lidstaten; dat nog andere maatregelen dan die welke zijn vastgesteld in deze verordening en in de verordening die aangenomen wordt uit hoofde van artikel 109 L, lid 4, derde zin, van het Verdrag, bezien moeten worden teneinde met name voor de consument een evenwichtige overgang te waarborgen;

(2) Whereas, at the meeting of the European Council in Madrid, the decision was taken that the term 'ECU` used by the Treaty to refer to the European currency unit is a generic term; whereas the Governments of the fifteen Member States have achieved the common agreement that this decision is the agreed and definitive interpretation of the relevant Treaty provisions; whereas the name given to the European currency shall be the 'euro`; whereas the euro as the currency of the participating Member States will be divided into one hundred sub-units with the name 'cent`; whereas the European Council furthermore considered that the name of the single currency must be the same in all the official languages of the European Union, taking into account the existence of different alphabets;
(2) Overwegende dat op de bijeenkomst van de Europese Raad in Madrid is besloten dat de term "ecu", die in het Verdrag gebruikt wordt om te verwijzen naar de Europese munteenheid, een generieke term is; dat de regeringen van de 15 lidstaten overeengekomen zijn dat dit besluit de erkende en definitieve interpretatie van de toepasselijke Verdragsbepalingen vormt; dat is besloten om de Europese munteenheid de naam "euro" te geven; dat de euro als munteenheid van de deelnemende lidstaten wordt verdeeld in honderd ondereenheden, met de naam "cent"; dat de Europese Raad voorts geoordeeld heeft dat de gemeenschappelijke munt in alle officiële talen van de Gemeenschap dezelfde naam moet hebben, rekening houdend met het bestaan van verschillende alfabetten;
