TRADUCTIONS EN CONTEXTE

2. Considers that, in view of the EU’s high dependence on energy imports and the current dominance of a single gas supplier, there is an urgent need to diversify energy supply sources and energy routes and to strengthen the EU’s capacity to respond effectively to potential gas supply crises and withstand pressure from third countries when energy is used as a political tool; underlines the crucial importance of radically enhancing the EU’s energy security by decreasing its dependency on Russia and by increasing its resilience to external pressure; believes that, in this context, it is necessary to ensure increased administrative and financial support for existing and alternative energy supply infrastructure projects, including the establishment of new supply routes from the Caspian region, the Middle East, the Mediterranean and Central Asian countries;

While the EU will maintain its relationship with reliable partners, it will seek ties to new partner countries and supply routes, e.g. in the Caspian Basin region by further expanding the Southern Gas Corridor; by developing the Mediterranean Gas Hub and by increasing LNG supplies.

Emphasises that security of energy supply is an important prerequisite for the steel industry; calls on the Member States to implement the Third Energy Package in full; calls on the Member States to ensure secure energy supplies by developing the necessary energy infrastructure projects and to provide appropriate incentives for investors to ensure a lower dependency on imported fossil fuels; encourages the Commission to promote the diversification of natural gas sources and routes and to take the lead in coordinating and supporting safety measures for the supply routes of liquefied natural gas; asks the Commission to conduct a comprehensive assessment of the adequacy of electricity generation and to provide guidance on how to maintain the flexibility of electricity networks;

Emphasises the need to tackle the anticipated growth of gas and electricity imports from third countries to the EU in the short- and medium-term, with a view of securing the energy supply; reiterates that, for some regions and Member States, this challenge is closely linked with a dependency on gas and oil import from a single third country; acknowledges that meeting this challenge requires, inter alia, a strengthened role for indigenous energy resources and renewables, which are vital to ensure competitiveness and security of supply, as well as actions oriented at diversifying the portfolio of energy suppliers, routes and sources; acknowledges that one strategic objective in this regard is to aim at the realisation of the Southern Gas Corridor, and the achievement of the supply route to the EU of roughly 10-20 % of the EU gas demand by 2020, in order to enable each European region to have physical access to at least two different sources of gas;

Efforts for interconnection and diversification of energy suppliers, sources and supply routes must intensify, notably in the gas sector, as was proved during the recent unprecedented interruption of gas supplies from Russia via Ukraine to the EU. In order to provide for the infrastructure needs and diversification of energy supplies of a well integrated EU energy market and to be able to prevent possible future major supply disruptions in gas or other energy sectors or cope with their consequences, the Council agrees to:
De inspanningen inzake interconnectie en diversificatie van energieleveranciers, energiebronnen en aanvoerroutes, vooral in de gassector, moeten worden geïntensiveerd, zoals is gebleken tijdens de recente, nooit geziene verstoring van de gaslevering uit Rusland via Oekraïne naar de EU. · In the context of the TEN-E policy revision, the need to refine the criteria for the selection of infrastructure including interconnections, which should be based on the EU energy policy goals, contributing to the creation of a fully interconnected EU energy market, competitive energy supplies, the energy security of Member States and the EU and the diversification of energy suppliers, sources and supply routes, while striking the right balance between the economic viability and maturity of the projects and their contribution to energy security.
· Naar aanleiding van de herziening van het TEN-E-beleid moeten de criteria voor de infrastructuurkeuze, ook wat interconnectie betreft, opnieuw worden bepaald; zij moeten worden gebaseerd op de energiebeleidsdoelstellingen van de EU, en dus bijdragen aan de vorming van één grote aaneengesloten EU-energiemarkt, concurrerende energieleveringen, de energiezekerheid van de lidstaten en de EU en aan de diversificatie van energieleveranciers, energiebronnen en aanvoerroutes, waarbij het juiste evenwicht wordt geschapen tussen de economische levensvatbaarheid en de maturiteit van de projecten en hun bijdrage tot energiezekerheid;

The aim is to develop, in order to reinforce the security of supply of Europe, a new gas supply route for gas produced in Central Asia, the Caspian region and the Middle East.
