(28) The successful implementation of EQUAL demands a significant amount of collaboration between Member States and the Commission: collecting and processing information about Development Partnerships, setting up data bases, animating the thematic review process, organising seminars, publicising results, etc. A certain number of specific tasks which cannot take place without support at European level will be assigned to outside service providers, at the initiative and under supervision of the Commission, on the basis of calls for tender.
(28) Voor de succesvolle tenuitvoerlegging van EQUAL is zeer veel samenwerking tussen de lidstaten en de Commissie vereist: verzamelen en verwerken van informatie over de ontwikkelingspartnerschappen, opzetten van gegevensbanken, sturen van de processen in verband met de thematische studies, organiseren van seminars, publiceren van resultaten, etc. Een aantal specifieke taken die zonder steun op Europees niveau niet ten uitvoer kunnen worden gelegd, zullen op initiatief en onder toezicht van de Commissie op grond van oproepen tot inschrijving aan externe dienstverleners worden uitbesteed.

Whereas Article 4 of Regulation (EEC) No 327/71 provides that tobacco which is subjected to first processing and market preparation under invitations to tender provided for by that Regulation is subject to the system of supervision introduced to ensure that tobacco benefiting from the premium is processed ; whereas the system of supervison was introduced by Commission Regulation (EEC) No 1726/70 4 of 25 August 1970 on the procedure for granting the premium for leaf tobacco, as amended by Regulation (EEC) No 2596/70 5 ; whereas, consequently, this system should be made applicable by adapting it to the specific requirements of the operations carried out under invitations to tender;
Overwegende dat in artikel 4 van Verordening ( EEG ) nr . 327/71 is bepaald dat tabak welke een eerste bewerking en verpakking ondergaat in het kader van de in diezelfde verordening bedoelde inschrijvingsprocedure , onderworpen is aan de voorgeschreven controle op de bewerking van de tabak waarvoor de premie wordt ontvangen ; dat deze controleregeling is ingevoerd bij Verordening ( EEG ) nr . 1726/70 van de Commissie van 25 augustus 1970 betreffende de wijze van toekenning van de premie voor tabaksbladeren ( 4 ) , gewijzigd bij Verordening ( EEG ) nr . 2596/70 ( 5 ) ; dat derhalve deze regeling van toepassing dient te worden gemaakt door haar aan te passen aan de bijzondere vereisten van de in het kader van de inschrijvingsprocedure verrichte bewerkingen ;
