It also appears from those monitoring, evaluation and consultation activities, as well as from various independent studies, in particular the study on the entrepreneurial dimension of cultural and creative industries, that the cultural and creative sectors are facing common challenges, namely the rapid change caused by the digital shift and globalisation, market fragmentation relating to linguistic diversity, difficulties in accessing finance, complex administrative procedures and a shortage of comparable data, which all require action at Union level.

While, on the one hand, it seems to me that over-involvement of the European Union in cultural activity in the Member States is not necessary, I think, on the other, that in view of what is happening today in Tunisia, but also in view of the events of two months ago in Belarus, it is important that the European Union, with its cultural message and its message about democracy and the rule of law, addresses itself to the young elite of neighbouring countries, and that money is found for youth exchanges, joint courses of study, travel, the establishment of universities and support for teaching programmes. Such programmes do exist in the Member States – at the Centre for East European Studies in the University of Warsaw in Poland, for example.

Notes that Indians have concerns about the EU and wish to study and understand it better; welcomes the Erasmus Mundus EUR 33 million scholarship scheme, with specific emphasis to be placed on collaboration in science and technology, where lessons from India's success could boost EU performance in the pyramid underlying the information society, namely: education, research and development and innovation; welcomes the creation of a Jean Monnet Chair in European Studies at the University of Delhi as a vital initiative to strengthen EU-Indian relations; considers that Europe's higher education institutions should duplicate this initiative by increasing their focus on Indian studies and marketing those courses effectively; suggests that Europe's relevant higher education institutions consider opening research offices in India, as the Harvard Business School has recently done in Mumbai; calls on the Commission's Delegation and Member State Embassies to work with the Indian authorities to promote the proper role of the EU in fostering educational, cultural and scientific exchanges, and suggests that cultural exchanges would help create broad public support for constructive collaboration and that professional and business exchanges could also be beneficial, both for cross-cultural understanding and to promote a two-way flow of information; highlights the success of the Executive Training Programme - People to People Exchange - that exists with Japan and Korea and urges the Commission to extend the programme to India, with the appropriate funding;

The Programme shall support the carrying out of studies and analyses in the field of European cultural cooperation and European cultural policy development.

The Commission will: implement, in cooperation with Member States, the European Indicator of Language Competence; promote discussion and produce a recommendation on ways of bringing language teacher education up to date; publish a study of best practice in early language learning in 2006; provide support through the proposed Lifelong Learning Programme for studies on the state of multilingualism in higher education and the creation of chairs in fields of study related to multilingualism and interculturalism; continue to support the teaching and learning of languages through its cooperation programmes in the field of education, training, youth, citizenship and culture; investigate ways of supporting language diversity networks through the new integrated Lifelong Learning programme; and reinforce in the 7th Framework Research Programme the research and technological development activities on language-related information society technologies, with a specific focus on new technologies for machine translation, and study the ways in which the European Union could encourage further cooperation in new translation and interpretation technologies. In the same framework, linguistic issues will form an integral part of the activities supported in the fields of social sciences and humanities.
De Commissie zal: in samenwerking met de lidstaten de Europese indicator van het taalvermogen ontwikkelen; het debat over de modernisering van de opleiding van taalleraren aanwakkeren en een hierover aanbeveling publiceren; in 2006 een studie publiceren over beste praktijken voor talen leren op jonge leeftijd; via het voorgestelde programma voor levenslang leren steun verlenen voor studies over meertaligheid in het hoger onderwijs en voor de oprichting van leerstoelen voor studies op het gebied van meertaligheid en interculturaliteit; het talenonderwijs en het talen leren blijven steunen via haar samenwerkingsprogramma’s op het gebied van onderwijs, opleiding, jeugdzaken, burgerschap en cultuur; nagaan hoe netwerken voor taalverscheidenheid gesteund kunnen worden via het nieuwe geïntegreerde programma voor levenslang leren; en in het kader van het zevende kaderprogramma voor onderzoek het onderzoek en de technologische ontwikkeling op het gebied van taalgerelateerde informatiemaatschappijtechnologieën stimuleren – met bijzondere aandacht voor nieuwe technologieën voor computervertalingen – en nagaan hoe de Europese Unie de samenwerking op het gebied van nieuwe technologieën voor vertalers en tolken verder kan bevorderen. (3) With a view to meeting the needs of the cultural dimension in the European Union, the Community has to take cultural aspects into account in its action under provisions of the Treaty other than Article 151, in particular in order to respect and to promote the diversity of its cultures; in this context, the Commission should encourage the dissemination of information about the opportunities for the cultural industries in the Structural Funds, in accordance with Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds(4), and undertake studies to that end.
(3) Teneinde de Europese Unie een culturele dimensie te geven, moet de Gemeenschap bij acties op grond van andere artikelen dan artikel 151 rekening houden met culturele aspecten, met name om de verscheidenheid van haar culturen te eerbiedigen en te bevorderen; in dit verband dient de Commissie de verspreiding van informatie over de mogelijkheden voor de culturele bedrijfstakken in de Structuurfondsen te bevorderen, overeenkomstig Verordening (EG) nr. 1260/1999 van de Raad van 21 juni 1999 houdende algemene bepalingen betreffende de Structuurfondsen(4), en daarnaar onderzoek te doen.
