Welcomes the efforts so far made in the States in the Luxembourg and Helsinki Groups and the gradual progress in implementing structural change in agriculture there; considers it necessary to continue along the same path and hopes that, after initial difficulties, the Sapard programme (Special Accession Programme for Agriculture and Rural Development), which is intended to provide pre-accession aid, can finally successfully perform its intended task of helping the candidate countries in Central and Eastern Europe to implement the requisite structural changes in agriculture;
