8. In order to avoid the possible fragmentation of the internal market due to divergent selection criteria and procedures for harmonised spectrum allocated to electronic communication services and made tradable in all Member States pursuant to Article 9b of Directive 2002/21/EC, the Commission shall, in cooperation with Member States and in accordance with the principle of subsidiarity, facilitate the identification and sharing of best practices on authorisation conditions and procedures and encourage sharing of information for such spectrum to increase consistency across the Union, achieved in line with the principles of technology and service neutrality.
8. Om potentiële versnippering van de interne markt te voorkomen als gevolg van uiteenlopende selectiecriteria en -procedures voor geharmoniseerd spectrum dat aan elektronischecommunicatiediensten is toegewezen en dat op grond van artikel 9 ter van Richtlijn 2002/21/EG in alle lidstaten verhandelbaar is gemaakt, faciliteert de Commissie, in overleg met de lidstaten en overeenkomstig het subsidiariteitsbeginsel, het in kaart brengen en delen van beste praktijken betreffende de machtigingsvoorwaarden en -procedures en moedigt de informatie-uitwisseling voor dergelijk spectrum aan, met als doel de samenhang in de Unie te verbeteren, op basis van het beginsel van technologie- en dienstenneutraliteit.

In line with the objectives of the Digital Agenda for Europe, wireless broadband could contribute substantially to economic recovery and growth if sufficient spectrum were made available, rights of use of spectrum were awarded quickly, and trading were allowed to adapt to market evolution.

In the rapporteur's view, however, 50 should not be established as a precise dividing line, since the spectrum of problems associated with the change or the loss of employment affects people in a broader age range on either side of that line.
Rapporteur is het evenwel niet eens met het vastleggen van een harde leeftijdsgrens van 50 jaar omdat het probleem speelt voor de groep personen rond de 50.

We need to ensure that the rights to use spectrum are clearly defined and we need to ensure a level playing field. The report that we are debating tonight is in most aspects in line with this policy vision and I want to thank the rapporteur for her efforts.
Het verslag waar we vanavond over debatteren komt grotendeels overeen met deze beleidsvisie en ik wil de rapporteur bedanken voor haar inspanningen.
