Council Conclusions of 8 May 2007 on nuclear safety and safe management of spent nuclear fuel and radioactive waste highlighted that ‘nuclear safety is a national responsibility exercised where appropriate in an EU-framework.

Following the Council’s invitation to set up a High Level Group at EU level, as recorded in its Conclusions of 8 May 2007 on Nuclear Safety and Safe Management of Spent Nuclear Fuel and Radioactive Waste, the European Nuclear Safety Regulators Group (ENSREG) was set up by Commission Decision 2007/530/Euratom of 17 July 2007 on establishing the European High Level Group on Nuclear Safety and Waste Management to contribute to the achievement of the Community objectives in the field of spent fuel and radioactive waste management.
Naar aanleiding van het verzoek van de Raad om in de Europese Unie een groep op hoog niveau op te richten, zoals vervat in zijn conclusies van 8 mei 2007 over nucleaire veiligheid en het veilige beheer van verbruikte nucleaire splijtstof en radioactief afval, is bij Beschikking 2007/530/Euratom van de Commissie van 17 juli 2007 tot instelling van de Europese groep op hoog niveau voor nucleaire veiligheid en afvalbeheer de Groep Europese Regelgevers op het gebied van nucleaire veiligheid (ENSREG) opgericht, teneinde bij te dragen tot de verwezenlijking van de communautaire doelstellingen op het gebied van het beheer van verbruikte splijtstof en radioactief afval.

Spent nuclear fuel can be processed to remove waste materials, allowing the unused uranium and plutonium to be recycled in the manufacture of fresh nuclear fuel. This process is known as "reprocessing".
