Stricter conditionality can help addressing the financial disincentive to work inherent in the tax-benefit systems without necessarily reducing its generosity (i.e., the duration and level of replacement income).As part of the efforts to improve incentives to work, it is important to avoid that stricter conditionality, particularly when imposed on social assistance benefits, may put particularly disadvantaged people at a serious risk of poverty and social exclusion.

It is necessary to: - support democratisation, human rights and the rule of law as an essential element of our cooperation with developing countries and promote good governance and decentralisation by making even greater efforts in institutional capacity-building, administrative reform and in fighting corruption, in particular through organisational support, training of policy makers and public officials and support to underpin human rights; country- specific governance assessments can make a useful contribution; - support the development of local expertise, the mobilisation of local resources and the full responsibility and involvement of local people in the conception and implementation of development activity; to this end a review of the delivery of technical assistance supported by donors is needed; - support the participation of civil society in policy making and development activity; the aim is to promote participation and social dialogue on a broad basis, not just at the project level; a systematic assessment of the social and societal impact of policies, programmes and projects is required. b) An enabling economic environment with special attention to the expansion of employment and productivity of work The volume and structure of employment, its diversification and the increase in the productivity of work are crucial for economic growth and income distribution and thus for the campaign to reduce poverty and achieve sustainable development.
Daarvoor is het volgende noodzakelijk : - steun voor de democratisering, de mensenrechten en de rechtsstaat als essentieel onderdeel van onze samenwerking met de ontwikkelingslanden, alsmede het bevorderen van behoorlijk bestuur en decentralisatie door nog krachtiger inspanningen op het gebied van de vergroting van de institutionele capaciteiten, bestuurlijke hervormingen en de bestrijding van corruptie, vooral door middel van organisatorische ondersteuning, opleiding van beleidsmakers en overheidsambtenaren en steun voor de rechten van de mens ; evaluatie van het bestuur per land kan een nuttig hulpmiddel zijn ; - steun voor het ontwikkelen van plaatselijke expertise, het mobiliseren van plaatselijke hulpbronnen en de volledige verantwoordelijkheid en betrokkenheid van de plaatselijke bevolking bij het opzetten en uitvoeren van ontwikkelingsactiviteiten ; daartoe is een evaluatie van de met steun van de donors geleverde technische bijstand noodzakelijk ; - steun voor de participatie van de civiele maatschappij in de beleidsvorming en de ontwikkelingsactiviteiten ; gestreefd wordt naar het bevorderen van de participatie en de sociale dialoog op een brede basis, veeleer dan uitsluitend op het niveau van afzonderlijke projecten ; een stelselmatige evaluatie van de sociale en maat- schappelijke gevolgen van de beleidsvormen, programma's en projecten is nodig. b) Een economische omgeving met een groot potentieel, waarin bijzondere aandacht geschonken wordt aan de groei van de werkgelegenheid en de arbeidsproduktiviteit De omvang en de structuur van de werkgelegenheid, de diversificatie ervan en de vergroting van de arbeidsproduktiviteit zijn van cruciaal belang voor de economische groei en de inkomensverdeling, en derhalve ook voor maatregelen gericht op armoedebestrijding en duurzame ontwikkeling.
