Definition: The main features are multiple, recurrent and frequently changing physical symptoms of at least two years' duration. This Directive does not prevent Member States from applying specific quality criteria for the choice of service providers, such as the criteria set out in the voluntary European Quality Framework for Social Services of the European Union’s Social Protection Committee. Member States and/or public authorities remain free to provide these services themselves or to organise social services in a way that does not entail the conclusion of concessions, for example through the mere financing of such services or by granting licences or authorisations to all economic operators meeting the conditions established beforehand by the contracting authority or contracting entity, without any limits or quotas, provided such systems ensure sufficient advertising and complies with the principles of transparency and non-discrimination.

Social services include, on the one hand, services for particularly disadvantaged or low income persons as well as services for persons and families in need of assistance in carrying out routine, everyday tasks and, on the other hand, services for all people who have a special need for assistance, support, protection or encouragement in a specific life phase. Social services cover, inter alia, services for children and youth, assistance services for families, single parents and older persons, and services for migrants.

Recognises that, in times of demographic change and other processes affecting the EU as a whole, the Roma population, which has been part of our common heritage for centuries and is the largest ethnic minority in the EU, should be given incentives through good quality education, decent housing and job opportunities to fully integrate into the work place and contribute to smart, sustainable and inclusive economic development as foreseen in the EU 2020 strategy, in particular in the ‘European Platform against Poverty’ initiative; takes the view that social inclusion is a precondition for achieving the EU 2020 strategy objectives; calls on the Member States and the local and regional public authorities, therefore, to increase their efforts now, by reinforcing their effective strategies for addressing the specific circumstances (deep poverty, lack of education and access to social services, poor health conditions, lack of civil registration documents, segregated and substandard housing, low level of employment) of marginalised communities, as an imperative in order to combat social exclusion of the Roma population and contribute to further integration within Member States; emphasises that a successful policy is a mixture of approaches taking social, economic and cultural factors into account;

However, there is something that will certainly contribute to better quality of life in the rural areas, and especially the situation of women there. This is the provision of transport and social infrastructure, accessible social services in the villages, such as raising of children, care for aged and sick persons, communication services, and establishment of cultural and sports centres.

This will help to guarantee social cohesion throughout the European Union and to lend practical shape to the social aspects of the Lisbon Strategy on the ground.

I welcome this report which focuses on a number of key policy priorities including: increasing labour market participation; modernising social protection systems; tackling disadvantages in education and training; eliminating child poverty; ensuring decent accommodation; improving housing standards and addressing the lack of social housing for vulnerable groups; improving access to quality services such as health and long-term care services, social services and transport; and overcoming discrimination and increasing the integration of ethnic minorities and immigrants.

The Green Paper on services of general interest raised a considerable interest from interested parties in the area of social services, including health services, long term care, social security, employment services, and social housing.
Naar aanleiding van het groenboek over diensten van algemeen belang werden er veel bijdragen ontvangen van belanghebbende partijen op het gebied van sociale diensten, waaronder gezondheidsdiensten, langdurige zorg, sociale zekerheid, werkgelegenheidsdiensten en sociale huisvesting.
