The ‘Small Business Act’ adopted by the Commission Communication of 25 June 2008 entitled ‘“Think Small First”- A “Small Business Act” for Europe’ and revised by the Commission Communication of 23 February 2011 entitled ‘Review of the “Small Business Act” for Europe’, recognises the central role played by small and medium-sized enterprises in the Union's economy and aims at improving the overall approach to entrepreneurship and anchoring the ‘Think Small First’ principle in policy-making.
De via de mededeling van de Commissie van 25 juni 2008 vastgestelde „Small Business Act”, getiteld „Denk eerst klein — een „Small Business Act” voor Europa”, en die werd herzien via de mededeling van de Commissie van 23 februari 2011, getiteld „De evaluatie van de „Small Business Act” voor Europa”, onderkent de centrale rol van kleine en middelgrote ondernemingen in de economie van de Unie en beoogt het verbeteren van de algemene benadering van ondernemerschap en het verankeren van het „Denk eerst klein”-beginsel in de besluitvorming.

Yet again, the great diversity that characterises the reality of fisheries in the EU is not being taken into account, with the proposal of a single, mandatory system for accessing resources. Implementing this system along the suggested lines could have profoundly negative consequences for small-scale fishing sectors, since the adopted definition of ‘small-scale fishing’ is reductionist and detached from reality.
Eens te meer wordt met het voorstel voor de invoering van één enkele regeling voor toegang tot de bestanden, met bindend karakter, geen rekening gehouden met de grote verscheidenheid die kenmerkend is voor de situatie van de visserij in de EU. Welcomes the Commission's initiative to withdraw one third of screened legislative proposals to ensure that the regulatory framework in which businesses operate is simple and of high quality; calls upon the Member States to support the Commission in this project with equivalent measures at national level; welcomes the Commission's proposal that new regulations at national and Community level should be screened to assess their impact both positive and negative on small enterprises and entrepreneurs; requests a more rigorous consideration of the principle of subsidiarity and a more systematic use of impact assessments and public consultation in the development of new policy proposals; calls accordingly on the Commission to ensure that impact studies of Community legislation are clearly and specifically extended to small enterprises; believes that this Commission proposal concerning new regulations should also be formally extended to include existing regulations and that, where legislation is deemed unnecessary at European Union level, it should be revised or repealed; calls on the Commission to draw up a clear timetable and action plan in order to deliver this objective;
