Is of the opinion that the SPS insufficiently contributes to the Treaty objectives of the Common Agricultural Policy (CAP); calls on the Commission, therefore, to propose the necessary changes in the legislation so that the SPS really makes an optimal contribution to the CAP objectives; is of the opinion that the SPS should be improved towards better targeting the aid towards real farmers; urges the Council to support Parliament and the Commission in their efforts to improve the efficiency and effectiveness of the single largest European support scheme, thereby helping to better direct Union taxpayers' money;
60. is van mening dat de BTR onvoldoende bijdraagt aan de Verdragsdoelstellingen voor het gemeenschappelijk landbouwbeleid (GLB); verzoekt de Commissie daarom de nodige wijzigingen in de wetgeving voor te stellen, zodat de BTR echt een optimale bijdrage levert aan de verwezenlijking van de doelstellingen van het GLB; is van mening dat de BTR moet worden verbeterd om de steun beter toe te spitsen op echte landbouwers; dringt er bij de Raad op aan het Parlement en de Commissie te steunen in hun streven naar verbetering van de doeltreffendheid en doelmatigheid van de grootste Europese steunregeling en daardoor een betere besteding van het geld van de Europese belastingbetalers te bevorderen;
