IN-CONTEXT TRANSLATIONS

This Regulation lays down rules for the implementation of Regulation (EU) No 1305/2013 as regards the presentation of rural development programmes, procedures and timetables for approval and amendment of rural development programmes and national frameworks, the content of national frameworks, information and publicity for rural development programmes, implementation of certain rural development measures, monitoring and evaluation and reporting.
Deze verordening bevat voorschriften voor de uitvoering van Verordening (EU) nr. 1305/2013 wat betreft de indiening van plattelandsontwikkelingsprogramma’s, procedures en termijnen voor de goedkeuring en wijziging van plattelandsontwikkelingsprogramma’s en nationale kaders, de inhoud van de nationale kaders, voorlichting en publiciteit over plattelandsontwikkelingsprogramma’s, de uitvoering van bepaalde plattelandsontwikkelingsmaatregelen, monitoring en evaluatie en verslaglegging.

4. Member States shall ensure, for each rural development programme, that the relevant management and control system has been set up ensuring a clear allocation and separation of functions between the Managing Authority and other bodies. Member States shall be responsible for ensuring that the systems function effectively throughout the programme period.
4. De lidstaten zorgen ervoor dat voor elk programma voor plattelandsontwikkeling de nodige beheers- en controlesystemen zijn opgezet die een duidelijke toedeling en scheiding van de taken van de beheersautoriteit en de andere instanties waarborgen. De lidstaten zijn ervoor verantwoordelijk dat de systemen gedurende de gehele programmeringsperiode doeltreffend functioneren.

(49) Member States should reserve a portion of the total amount of each rural development programme devoted to technical assistance to finance the setting up and operation of a national rural network bringing together organisations and administrations involved in rural development, including the partnership, with the aim of increasing their involvement in the implementation of the programme and improve the quality of rural development programmes.
(49) De lidstaten moeten een deel van het totale bedrag dat in het kader van elk plattelandsontwikkelingsprogramma voor technische ondersteuning is uitgetrokken, oormerken voor de oprichting en de werking van een nationaal netwerk voor het platteland waarin organisaties en instanties die onder meer in het kader van het partnerschap actief zijn op het gebied van plattelandsontwikkeling, worden samengebracht om hun betrokkenheid bij de uitvoering van het programma te intensiveren en de kwaliteit van plattelandsontwikkelingsprogramma's te verbeteren.

De lidstaten moeten een deel van het totale bedrag dat in het kader van elk plattelandsontwikkelingsprogramma voor technische ondersteuning is uitgetrokken, oormerken voor de oprichting en de werking van een nationaal netwerk voor het platteland waarin organisaties en instanties die onder meer in het kader van het EIP actief zijn op het gebied van plattelandsontwikkeling, worden samengebracht om hun betrokkenheid bij de uitvoering van het programma te intensiveren en de kwaliteit van plattelandsontwikkelingsprogramma's te verbeteren.

The networking of national networks, organisations and administrations involved in the various stages of programme implementation, organised in the context of the European network for rural development, has proven that it can play a very important role in improving the quality of rural development programmes by increasing the involvement of stakeholders in the governance of rural development as well as in informing the broader public of its benefits.
Het is bewezen dat in het kader van het Europees netwerk voor plattelandsontwikkeling een netwerk gevormd is van nationale netwerken, organisaties en instanties die actief zijn in de verschillende fasen van de uitvoering van de programma's; en dat een dergelijk overkoepelend netwerk een zeer belangrijke rol kan spelen bij de verbetering van de kwaliteit van de plattelandsontwikkelingsprogramma's door de betrokkenheid van de belanghebbende partijen bij het bestuur van de plattelandsontwikkeling te vergroten en het brede publiek beter te informeren over de baten van de plattelandsontwikkeling.

In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission, in relation to the content of rural development programmes and national frameworks, the approval of programmes and of modifications thereto, the procedures and timetables for approval of programmes, the procedures and timetables for the approval of modifications to programmes and to national frameworks, including their entry in to force and frequency of submission, the rules on payment methods for participants' costs for knowledge transfer and information actions, specific conditions for the implementation of rural development measures, the structure and operation of networks set up by this Regulation, the information and publicity requirements, the adoption of the monitoring and evaluation system and the rules for the operation of the information system, and the rules concerning the presentation of the annual implementation reports.
Teneinde eenvormige voorwaarden voor de uitvoering van deze verordening te waarborgen, moeten aan de Commissie uitvoeringsbevoegdheden worden verleend met betrekking tot de inhoud van plattelandsontwikkelingsprogramma's en het nationaal kader, de goedkeuring en wijziging ervan, de procedures en termijnen voor de goedkeuring van programma's, de procedures en termijnen voor de goedkeuring of wijziging van programma's of van de nationale kaders, inclusief inwerkingtreding en frequentie van indiening, de betalingsmodaliteiten betreffende de kosten van de deelnemers voor kennisoverdracht en voorlichtingsacties, specifieke voorwaarden voor de uitvoering van plattelandsontwikkelingsmaatregelen, de structuur en de werking van op grond van deze verordening opgezette netwerken, en de vereisten inzake de voorlichting en publiciteit, de vaststelling van het monitoring- en evaluatiesysteem en de voorschriften voor de werking van het informatiesysteem en de voorschriften met betrekking tot de presentatie van de jaarlijkse uitvoeringsverslagen.

91. Welcomes the move towards greater coordination at EU level between rural development programmes and cohesion policy in particular, with a view to avoiding duplication, contradictory objectives and overlapping; recalls, however, that the scale of the projects under EU cohesion policy and rural development programmes is different and therefore advocates that the funds remain distinct and that rural development programmes maintain their focus on rural communities and be preserved as politically autonomous instruments;
91. verwelkomt het streven naar meer coördinatie op EU-niveau tussen de programma's voor plattelandsontwikkeling en het cohesiebeleid in het bijzonder, teneinde dubbel werk, tegenstrijdige doelstellingen en overlappingen te vermijden; evenwel aan dat de projecten in het kader van het EU-cohesiebeleid een andere om herinnert er vang hebben dan die in de programma's voor plattelandsontwikkeling, en pleit er daarom voor dat de fondsen uit elkaar worden gehouden en dat de programma's voor plattelandsontwikkeling gericht blijven op plattelandsgemeenschappen en als politiek autonome instrumenten behouden blijven;

It is necessary to fix a deadline for the introduction of the operations related to the new challenges into rural development programmes and for the submission of the revised rural development programmes to the Commission, in order to allow a reasonable period of time for Member States to modify their rural development programmes in the light of the revised Community strategic guidelines and national strategy plans.
Er moet een uiterste datum worden bepaald voor de opneming van de concrete acties in verband met de nieuwe uitdagingen in de plattelandsontwikkelingsprogramma's, en de indiening van de herziene plattelandsontwikkelingsprogramma's bij de Commissie zodat de lidstaten een redelijke tijdspanne wordt gegund om hun plattelandsontwikkelingsprogramma's aan de herziene communautaire strategische richtsnoeren en nationale strategische plannen aan te passen.
