S. whereas good environmental governance goes beyond institutional arrangements comprising transparency, accountability and civil society involvement; whereas the Rio Declaration Principle 10 confirms environmental issues are best handled with the participation of all concerned citizens and highlights the need to provide access to information concerning the environment, the right to participate in decision-making processes and effective access to judicial and administrative proceedings;

– having regard to the precautionary principle, as set out in the Rio Declaration on Environment and Development and in the Convention on Biological Diversity adopted in Rio de Janeiro in June 1992,

The special incentive arrangement for sustainable development and good governance is based on the integral concept of sustainable development, as recognised by international conventions and instruments such as the 1986 UN Declaration on the Right to Development, the 1992 Rio Declaration on Environment and Development, the 1998 ILO Declaration on Fundamental Principles and Rights at Work, the 2000 UN Millennium Declaration, and the 2002 Johannesburg Declaration on Sustainable Development.
