− (PT) As we pointed out previously, we cannot support the ‘consensus’ on the EU's principles, objectives and strategies for the delivery of humanitarian aid in third countries, which requires us to promote so-called ‘humanitarian’ intervention as a ‘right’ or indeed a ‘duty’, and to use ‘coercive measures, including military intervention’, as a ‘last resort’, calling into question basic principles of international law.
− (PT) We hebben er reeds eerder op gewezen dat we onze steun niet kunnen verlenen aan de “consensus” betreffende de beginselen, doelstellingen en strategieën van de EU voor het verstrekken van humanitaire hulp in derde landen, waardoor we verplicht worden de zogenaamde “humanitaire” interventie te bevorderen als een “recht” of zelfs een “plicht”, en “dwangmaatregelen, met inbegrip van militair ingrijpen” slechts als “laatste redmiddel” mogen toepassen, waarmee afbreuk wordt gedaan aan de grondbeginselen van het internationaal recht.

Considers that preference should be given to the NGO system and the associations of civil society which promote human rights and efforts towards a lasting peace when partners are chosen to carry out humanitarian intervention tasks, since these organisations have proved to be efficient and effective;
