In order to receive an EC type-approval of an engine system or engine family as a separate technical unit, EC type-approval of a vehicle with an approved engine system with regard to emissions and vehicle repair and maintenance information, or an EC type-approval of a vehicle with regard to emissions and vehicle repair and maintenance information, the manufacturer shall, in accordance with the provisions of Annex I, demonstrate that the vehicles or engine systems are subject to the tests and comply with the requirements set out in Articles 4 and 14 and in Annexes III to VIII, X, XIII, XIV and XVII. The manufacturer shall also ensure compliance with the specifications of reference fuels set out in Annex IX. In the case of dual-fuel engines and vehicles, the manufacturer shall, in addition, comply with the requirements set out in Annex XVIII’.

After a repair has been carried out to correct a fault where the OBD system has been triggered under point 7.2, the inducement system may be reinitialised via the OBD serial port (e.g. by a generic scan tool) to enable the vehicle to be restarted for self-diagnosis purposes.

6. In order to receive an EC type-approval of an engine system or engine family as a separate technical unit or an EC type-approval of a vehicle with regard to emissions and vehicle repair and maintenance information for the purposes of obtaining universal fuel-range type-approval, a restricted fuel-range type-approval or a fuel-specific type-approval, the manufacturer shall ensure compliance with the requirements set out in Section 1 of Annex I’.
6. 5. In order to harmonise the OBD system reporting of functional safety or emission control system faults and facilitate effective and efficient repair of a vehicle, the Commission shall be empowered to adopt delegated acts in accordance with Article 75 concerning the detailed technical requirements related to on-board diagnostics, including functional OBD requirements and test procedures for the subjects listed in paragraphs 1 to 4 and as referred to in Annex II (C) 11 and test type VIII referred to in Annex V.
5. 4.4.1. Repairs to the components of an engine selected for testing over a service accumulation schedule other than the engine, emission control system or fuel system shall be performed only as a result of part failure or engine system malfunction.
4.4.1. 4. In addition the Commission shall submit, by 30 June 2000, appropriate proposals to ensure that spare and retrofit parts are compatible inter alia with the specifications of the appropriate on-board diagnostic system, so that repair, replacement and fault-free operation are possible.
4. Bovendien dient de Commissie uiterlijk 30 juni 2000 passende voorstellen in om ervoor te zorgen dat vervangende en inbouwonderdelen onder andere verenigbaar zijn met de specificaties van het desbetreffende OBD-systeem, zodat vervanging, herstelling en een feilloze werking mogelijk zijn.

(14) Whereas new provisions for on-board diagnostics (OBD) should be introduced with a view to permitting an immediate detection of failure of anti-pollution vehicle equipment and thus allowing a significant upgrading of the maintenance of initial emissions performance on in-service vehicles through periodic or kerbside control; whereas, however, OBD are at a less developed stage for diesel vehicles and cannot be fitted on all such vehicles before 2005; whereas installing an on-board measurement system (OBM) or other systems to detect any faults by measuring individual pollutants emitted shall be permissible provided that the OBD system integrity is maintained; whereas in order for the Member States to ensure that vehicle owners meet their obligation to repair faults once they have been indicated, the distance travelled since the fault is indicated shall be recorded; whereas on-board diagnostics systems must offer unrestricted and standardised access; whereas motor vehicle manufacturers must provide the information required for the diagnosis, servicing or repair of the vehicle; whereas such access and such information are required to ensure that vehicles may be inspected, serviced and repaired without hindrance throughout the European Union, and that competition in the market for vehicle parts and repairs is not distorted to the disadvantage of part manufacturers, independent vehicle-part wholesalers, independent repair garages and consumers; whereas manufacturers of spare or retrofit parts will be obliged to make the parts they manufacture compatible with the on-board diagnostic system concerned with a view to fault-free operation assuring the user against malfunctions;
(14) Overwegende dat nieuwe bepalingen inzake diagnostische boordsystemen ("on-board diagnostics" - OBD-systemen) dienen te worden ingevoerd om het mogelijk te maken dat een storing van een vervuilingbeperkende voorziening in een voertuig onmiddellijk wordt waargenomen, hetgeen een aanzienlijke verbetering mogelijk maakt van de instandhouding van oorspronkelijke emissiekenmerken van voertuigen in gebruik door middel van periodieke of langs de weg uitgevoerde controles; dat OBD-systemen evenwel minder ver ontwikkeld zijn voor voertuigen met dieselmotor en niet voor 2005 op dergelijke voertuigen kunnen worden gemonteerd; dat het inbouwen van een boordsysteem voor meting (OBM-systeem) of andere systemen waarmee de afzonderlijke bestanddelen van de emissies worden gemeten en eventuele storingen worden vastgesteld, toelaatbaar is, mits de integriteit van het OBD-systeem behouden blijft; dat de sinds de signalering van het mankement afgelegde afstand moet worden aangegeven, opdat de lidstaten de bezitter van het voertuig kunnen verplichten tot reparatie als een mankement aan het emissiereinigingssysteem is gesignaleerd; dat de toegang tot on-board diagnosesystemen volledig en gestandaardiseerd moet zijn; dat de automobielfabrikanten alle inlichtingen moeten verschaffen met het oog op diagnose, onderhoud en reparatie van het voertuig; dat deze toegang en informatie nodig is om ervoor te zorgen dat voertuigen overal in de Europese Unie zonder problemen kunnen worden gekeurd, onderhouden en gerepareerd, en dat de concurrentie op de markt voor voertuigonderdelen en -reparatie niet moet worden verstoord ten nadele van fabrikanten van auto-onderdelen, onafhankelijke groothandels in auto-onderdelen, onafhankelijke reparatiebedrijven en evenmin ten nadele van de consument; dat fabrikanten van vervangings- en inbouwonderdelen van hen kant evenwel verplicht zijn om de door hen geproduceerde onderdelen aan te passen aan het toegepaste on-board diagnosesysteem, zodat deze zond ...
