3a. In the event that a vehicle is re-registered in another Member State and the proof of the last roadworthiness test and the date for the next roadworthiness test appear on the registration certificate, the Member State in which the vehicle is re-registered, when issuing the new registration certificate, shall recognise the validity of the roadworthiness certificate and, provided the certificate is valid in terms of the testing intervals applied in the Member State of re-registration, shall include a statement to that effect on the new registration certificate.
3 bis. 3b. In the event that the ownership of the vehicle changes and the proof of the last roadworthiness test and the date for the next roadworthiness test appear on the registration certificate, the Member State concerned, when issuing the new registration certificate to the new owner, shall recognise the validity of the roadworthiness certificate and shall include a statement to that effect on the new registration certificate".
3 ter. Directive 1999/37/EC on registration documents for vehicles sets out the requirements for the issuing of registration certificates, their mutual recognition and the harmonised minimum content of vehicle registration certificates.

Article 102A of the CISA allows those services in EU member states responsible for issuing registration certificates for vehicles to have access to the Schengen Information System (SIS) for the purposes of checking whether vehicles presented to them for registration have not been stolen, misappropriated or lost and that persons applying for a registration certificate are not using identity documents which have been stolen, misappropriated or lost.

(7) Government or non-government services clearly identified for this purpose and responsible in the Member States for issuing registration certificates for vehicles should have access to data included in SIS II concerning motor vehicles with a cylinder capacity exceeding 50 cc, trailers with an unladen weight exceeding 750 kg, caravans and vehicle registration certificates and vehicle number plates which have been stolen, misappropriated, lost or invalidated in order to enable them to check whether the vehicles presented to them for registration have been stolen, misappropriated or lost.

The aim of the proposal for a Directive, submitted to the Council by the Commission in June of this year, is to harmonize, at Community level, the form and content of registration certificates for motor vehicles in order to facilitate road traffic within the Community, simplify procedures for the re-registration of vehicles in another Member State, promote exchanges of information on the transfer of ownership of vehicles so as to step up the fight against illegal vehicle trafficking, and improve the functioning of the internal market.

Article 102A, which was added to the Schengen Convention in 2005 (OJ L 191, 22.7.2005), grants access to the Schengen Information System (SIS) to the member states' services responsible for issuing registration certificates for vehicles, for the sole purpose of checking whether the vehicles presented to them for registration have been stolen, misappropriated or lost.
