– (RO) I would like to welcome the fact that the text detailing the European Council’s final conclusions referred to the particularly important role played by the cohesion policy and common agricultural policy in ensuring the EU’s competitiveness. The common agricultural policy in particular – a topic which is currently the subject of heated debates prior to the forthcoming reform of this area – is a special subject because of its importance.

'Within two years following the entry into force of this Regulation, the Commission shall submit to the European Parliament and the Council a report setting out the experience gained from the publication of information concerning the beneficiaries of agricultural payments. This report shall include a review of what the data was used for, by whom it was used and an assessment of the advantages or otherwise of the publication of this data from the point of view of openness, transparency and public understanding of the common agricultural policy.

From this it would appear that Community policies, which are so effective and which have done so much to move Europe forward, are being badly managed by the European Union and that, therefore, the best thing we can do is reduce the budget, because things are not being handled properly. In that case, what we should do is see to it that there are no European policies, but national policies: let us renationalise the common agricultural policy, let us spend in the Member States.
Je zou daar nu uit kunnen afleiden dat het communautair beleid - dat zo effectief is en zo veel betekend heeft voor de vooruitgang van Europa - slecht wordt uitgevoerd door de Europese Unie; dat het, omdat de zaken niet goed worden beheerd, maar het beste is om de begroting te verlagen; dat je dus maar beter geen Europees beleid kunt voeren, maar een nationaal beleid; dat je ook het gemeenschappelijk landbouwbeleid maar beter kunt hernationaliseren en het geld beter kunt uitgeven in de lidstaten.

The Court also notes two key improvements since last year: in a large part of the common agricultural policy and in aid to candidate countries to the EU. The system used to check much expenditure under the common agricultural policy – the integrated administration and control system (IACS) – is considered an effective control system in limiting the risk of irregular expenditure, when properly applied.

Organisations representing those active in farming and in rural areas, particularly farmers' organisations, consumers' associations and environmental protection associations, as well as the rural information and activity centres, play a vital role in informing their members about the common agricultural policy and relaying to the Commission the opinions of the parties concerned in general and farmers in particular. With an ageing agricultural population, the important role played by young farmers should be taken into account.
De organisaties van personen die in de landbouw werkzaam zijn en de plattelandsverenigingen, en met name de landbouworganisaties, de consumentenverenigingen en de milieuorganisaties, alsmede de Europese "Carrefours” - voorlichtings- en activeringscentra op het platteland -, zijn onmisbare partners om enerzijds aan het gemeenschappelijk landbouwbeleid bekendheid te geven en anderzijds de Commissie te informeren over de standpunten van de betrokken actoren. Gezien de verouderende boerenbevolking dient bovendien rekening te worden gehouden met de belangrijke rol die jonge boeren spelen.
