A variety of information sources are currently available, such as accident reports, ramp inspection reports from the Safety of Foreign Aircraft Programme (SAFA), the investigation and follow-up of incidents, data from occurrence reports integrated into the European Central Repository (ECR), oversight audits including EASA Standardisation Inspections, and information exchange.

As regards Directive 2004/36/EC, the Commission should be empowered in particular to adopt measures for the dissemination to interested parties of the information obtained through ramp inspections conducted under the European Community (EC) SAFA Programme, and measures amending the Annexes to the Directive, laying down the elements of technical procedures for the conduct and reporting of SAFA ramp inspections.
Met betrekking tot Richtlijn 2004/36/EG moet de Commissie in het bijzonder de bevoegdheid worden gegeven om maatregelen te nemen voor de verspreiding aan belanghebbende partijen van de informatie die is verkregen via in het kader van het SAFA-programma van de Europese Gemeenschap uitgevoerde platforminspecties, en om maatregelen te nemen tot wijziging van de bijlagen bij de richtlijn, houdende elementen van technische procedures voor het uitvoeren van en de verslaglegging over SAFA-platforminspecties.

4.2. The inspection and the resulting findings, if any, have to be reflected in the SAFA Ramp Inspection Report after the inspection is completed.
4.2. Na afloop van de inspectie moeten de eventuele daaruit voortvloeiende bevindingen worden vermeld in het verslag van een SAFA-platforminspectie.

4.3. For each inspection item of the checklist in the SAFA Ramp Inspection Report a detailed description will be established specifying the scope and method of inspection.
4.3. Voor elk inspectiepunt op de checklist van het verslag van een SAFA-platforminspectie wordt een gedetailleerde beschrijving opgesteld, waarbij het toepassingsgebied en de methode van de inspectie worden gespecificeerd.

The reasons for the imposition of that measure by Austria are the following: (a) verified serious safety deficiencies on the part of the air carrier by virtue of reports showing serious safety deficiencies and persistent failure by the carrier concerned to address these deficiencies raised in ramp inspection reports performed under the SAFA programme and previously communicated to the carrier; (b) lack of ability of the carrier to address these safety deficiencies demonstrated by inappropriate and insufficient corrective actions presented in response to identified serious safety deficiencies; (c) lack of ability and willingness of the authorities responsible for the oversight of the carrier concerned to address the safety deficiencies demonstrated by their lack of cooperation with the competent authorities of Austria which performed the ramp inspections and their insufficient ability to implement and enforce the relevant safety standards.
Oostenrijk heeft deze maatregel om de volgende redenen genomen: a) inspectieverslagen die in het kader van het SAFA-programma zijn uitgevoerd en reeds aan de luchtvaartmaatschappij in kwestie zijn meegedeeld, waaruit blijkt dat zich geverifieerde ernstige veiligheidstekortkomingen voordoen die nog steeds niet door de luchtvaartmaatschappij zijn verholpen; b) onvermogen vanwege de luchtvaartmaatschappij om deze veiligheidstekortkomingen te verhelpen, zoals blijkt uit de ongeschikte en onvoldoende corrigerende maatregelen die als reactie op de vastgestelde ernstige veiligheidstekortkomingen zijn genomen; c) onvermogen en onwil van de autoriteiten die verantwoordelijk zijn voor toezicht op de betrokken luchtvaartmaatschappij om de vastgestelde veiligheidstekortkomingen te verhelpen, zoals blijkt uit het gebrek aan samenwerking met de bevoegde autoriteiten van Oostenrijk die de platforminspecties hebben uitgevoerd en het onvermogen om de relevante veiligheidsnormen te handhaven.

4. The ramp inspection shall be performed in accordance with the procedure described in Annex II and using a ramp inspection report form containing at least the items described in the form set out in Annex II. On completion of the ramp inspection, the commander of the aircraft or a representative of the aircraft operator shall be informed of the ramp inspection findings and, if significant defects have been found, the report shall be sent to the operator of the aircraft and to the competent authorities concerned.
4. De platforminspectie wordt uitgevoerd volgens de in bijlage II beschreven procedure, met behulp van een inspectierapportformulier, dat tenminste de punten bevat uit het aan bijlage II gehechte formulier. Na voltooiing van de platforminspectie dienen de bevindingen van de platforminspectie aan de gezagvoerder of een vertegenwoordiger van de exploitant van het luchtvaartuig te worden medegedeeld, en indien er belangrijke gebreken aan het licht zijn getreden, dient het rapport aan de exploitant van het luchtvaartuig en aan de betrokken bevoegde autoriteiten te worden toegezonden.

3. Whenever a standard report shows the existence of a potential safety threat, or a ramp inspection report shows that an aircraft does not comply with international safety standards and may pose a potential safety threat, the report will be communicated without delay to each competent authority of the Member States and the Commission.
3. Wanneer uit een standaardrapport blijkt dat er een potentieel gevaar voor de veiligheid bestaat, of indien uit een platforminspectierapport blijkt dat een luchtvaartuig niet aan de internationale veiligheidsnormen voldoet en een potentieel gevaar voor de veiligheid vormt, wordt het rapport onverwijld toegezonden aan de bevoegde autoriteiten van de lidstaten en aan de Commissie.
