Calls on the Commission and the Council to balance productive private and public investment needs with fiscal consolidation objectives by assessing carefully growth enhancing investment programmes in its assessment of Stability and Convergence Programmes, while fully respecting the provisions laid down in EU law; considers that growth-friendly fiscal consolidation can simultaneously put public finances on a sustainable path and restore the confidence of investors;
13. verzoekt de Commissie en de Raad een evenwicht te zoeken tussen de behoefte aan productieve private en overheidsinvesteringen enerzijds en de doelstellingen inzake begrotingsdiscipline anderzijds, door in hun beoordeling van stabiliteits- en convergentieprogramma's nauwkeurig te kijken naar groeibevorderende investeringsprogramma´s met volledige inachtneming van de in het EU-recht vastgelegde bepalingen; is van mening dat groeibevorderende begrotingsconsolidatie een duurzame koers van de overheidsfinanciën kan bewerkstelligen en tegelijkertijd het vertrouwen van investeerders kan herstellen;

Points out that any meaningful 'Social Package' promoting social progress must be complemented by supportive economic and structural policy measures; considers that the Stability and Growth Pact must be revoked and that the monetary policy of the ECB must be relaxed in order to counter the effects of the current economic slowdown in Europe; calls on the Commission and the Council to draw up a 'European Investment Programme for Sustainable Development, Employment and Social Inclusion' to which at least 1% of EU GDP should be allocated, which should be complemented by similar public investment programmes of the Member States in order to stabilise the economy, counter climate change and promote full employment with quality jobs and social rights; proposes that Member States also introduce measures to stabilise and enhance the purchasing power of people on low incomes (faced with rising prices of food, energy and transport), for example by introducing social default tariffs for gas, electricity, telecommunications, public transport, etc.;

Considers it necessary to develop trade relations among developing countries, to develop the "southsouth" inter-regional dimension, to establish local markets and to increase the access of populations to goods and services, but particularly to secure access to essential services such as drinking water, health, energy, transport and education through public investment programmes in line with the MDGs;

De financiële TEN-verordening (EG) nr. 2236/95 is gewijzigd bij Verordening (EG) nr. 1655/99 om middellangetermijnplanning via indicatieve meerjaren-investeringsprogramma's mogelijk te maken en publiek-private samenwerkingsverbanden te stimuleren. Verder moet een klein percentage van de begrotingslijn (1-2%) worden gebruikt om projecten te steunen waarbij risicokapitaal in het spel is.
