As emphasised in the EP’s resolution of 12 March 2014, the creation of a European Public Prosecutor’s Office represents a step further in the establishment of a European area of criminal justice and contributes to the strengthening of the tools used in the protection of the EU’s financial interests and the fight against fraud, thereby helping to increase taxpayers’ confidence in the EU. The EPPO being an exclusive legislative competence of the Council, the CONT Committee calls on the Council to fully involve the Parliament in its work.

Expresses doubts about the cost-efficiency argument put forward in the proposal, as the European Public Prosecutor’s Office needs to set up specialist departments, one for each Member State, which will have to have profound knowledge of the national legal framework in order to carry out effective investigations and prosecutions; calls for an analysis to be carried out in order to assess the costs to the EU budget of setting up the EPPO and any spillover into the Member States’ budgets; calls for such an analysis to be carried out in order to assess the benefits as well;

Calls on the Commission to draft, as soon as possible, an impact assessment on the added value of the European Public Prosecutor's Office, considering the possibility of extending its remit to include the combating of serious cross-border organised crime and corruption,as provided for under Article 86(4) of the Treaty on the Functioning of the European Union, and taking into account the impact on fundamental rights and the rights of the defence in particular and the need for prior harmonisation of standards of procedural and substantive criminal law and criminal jurisdiction rules; calls on the Commission to enter into consultations with all relevant stakeholders, including the Fundamental Rights Agency, the European Data Protection Supervisor, the Council of Europe, the European Parliament, national parliaments and civil society, to discuss the implications of the possible establishment of the European Public Prosecutor's Office;

Calls on all EU institutions, bodies, offices and agencies to apply Regulation (EC) No 1049/2001 in a way coherent with the provisions of the Aarhus Convention; calls in that regard on the Commission to make public the conformity-checking studies regarding transposition of EU environmental directives and scientific studies, for example on the impact of biofuels , and calls on the European Chemicals Agency (ECHA) to fully apply Article 119 of Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) with regard to electronic public access, to only accept confidentiality claims that are clearly justified as valid under Article 119(2) of REACH, and to interpret the information that is normally deemed to undermine the protection of commercial interests pursuant to Article 118(2) of REACH strictly and without prejudice to its obligation pursuant to Regulation (EC) No 1049/2001 to balance any granting of confidentiality against a possible overriding public interest on a case-by-case basis;
