Emphasises that, when promoting health and safety at work, the EU and the Member States must give priority to a preventive approach and enable all workers fully to reconcile work and private life, with account being taken in the national prevention programmes of public services in the field of health, hygiene and safety in the workplace in the interests of the protection of workers’ health and working conditions;

The objective however of the second paragraph of Article 1(e), which was introduced as part of the 2004 reform of the Staff Regulations, is merely to remedy a lacuna in respect of technical provisions lacking in the Staff Regulations for the safeguarding of the health and safety of the staff in the premises of the institutions (for example. fire protection, hazardous substances, ventilation, ergonomics, etc.).

Invites the Member States to evaluate the adoption of financial incentives to promote health and safety in the work place, notably tax rebates or preference in call for tenders for safe enterprises and health and safety certified businesses, introduction of a 'no-claims discount' system in insurance policies and social security contributions, and financial incentives to replace obsolete or unsafe equipment;

The health and safety conditions of staff required for operation specific to tunnel safety in the subsystems concerned by this TSI and for the implementation of the TSI are as follows:

8. Calls for the European Commission to step up its action on Corporate Social Responsibility (CSR) to ensure that Multinational Energy Enterprises in the developing world are making every effort to promote energy efficiency, renewable energy and cleaner fossil fuels technologies, as well as ensuring proper health and safety conditions for staff;

Accordingly the Commission committed itself in the Community strategy 2007-2012 on health and safety at work[37] to promoting health and safety at international level and to strengthening its cooperation with ILO, WHO and other international organisations for the establishment of higher levels of protection globally.

Expects the Commission in this respect to explain whether it is preparing a proposal for a specific multiannual programme promoting health and safety at work in SMEs as provided for in the remarks of budget lines B3-4314 and B3-4321 (in the 2002 and 2003 budget); furthermore, invites the Commission to present the reasons for its proposal, in the context of the 2004 budgetary procedure, that the SME scheme it had entrusted to the Agency be discontinued, against the background of the needs related to the process of integrating the accession countries and while it recognises that the Agency is capable of being the 'driving force' in non-legislative health and safety activities;
