However, analysis of the progress made in the light of the 4 common objectives reveals that: (a) the measures concerned with promoting access to the labour market have, in tandem with the NAP/empl, achieved considerable success; (b) pursuit of the reform of the social protection system has not affected attainment of the goals inherent in the Minimum Guaranteed Income scheme (scheme combining financial benefits with a socio-occupational integration plan); (c) the aim of having all persons in a situation of exclusion sign a "social integration contract" within one year was too ambitious and was difficult both to implement and to evaluate, since it requires multisectoral involvement and since the universe of individuals to be covered remains undefined (the same comment applies to the individualised follow-up of children and young persons within three months); (d) the setting up of a national social welfare helpline has made it easier for certain priority groups to obtain information and a rapid response to their problems; (e) the "Urban Social Development Contracts" and the "Rural Areas and Social Development" project, which were aimed at tackling the problems of the regional nature of exclusion, were abandoned for budgetary and policy reasons; (f) as regards mobilising stakeholders in the process, the Interministerial Monitoring Committee, set up expressly to monitor the NAPincl, operated only intermittently and its composition had to be altered following the change of government, hence its impact as an institutional co-ordination forum has been established only gradually; as regards civil society, the vague reference to the Co-operation and Social Solidarity Pact and the project for the creation of an NGOs Forum illustrates the low degree of involvement of these players.

Het vergt namelijk de steun van verschillende sectoren, terwijl de personen voor wie het contract is bedoeld niet nader omschreven worden (hetzelfde geldt voor de geïndividualiseerde follow-up van kinderen en jongeren binnen drie maanden); (d) het opzetten van een hulplijn van de nationale socialewelzijnsdienst de toegang tot informatie voor bepaalde prioritaire groepen heeft vergemakkelijkt en zij snel antwoord krijgen op hun problemen; (e) de "Contracten voor stedelijke sociale ontwikkeling" en het project "Plattelandsgebieden en sociale ontwikkeling", die ten doel hadden de problemen met betrekking tot uitsluiting op regionaal niveau aan te pakken, om begrotings- en beleidsredenen zijn stopgezet; (f) wat betreft de mobilisatie van belanghebbenden in het proces, is de interministeriële monitoringcommissie, die speciaal is opgericht voor de monitoring van het NAP/integratie, slechts bemiddelend opgetreden en diende de samenstelling ervan na de wisseling van de regering te worden gewijzigd zodat haar invloed als institutioneel coördinatieforum slechts geleidelijk tot stand is gebracht.

Although it has not progressed far enough to have had an impact, it is already evident that its future sustainability might have been enhanced if it had been designed to operate within the network of enterprise development projects established in Ukraine through the Tacis national programme: the linkage is being made as the project nears conclusion.

3. In accordance with their respective responsibilities, the Commission and the Member States, in an active and concerted effort, shall ensure coordination between the LIFE Programme and the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development, and the European Maritime and Fisheries Fund, in order to create synergies and harmonise procedures, particularly in the context of Integrated Projects referred to in Article 18 point (d) and carried out as local development projects run by local stakeholders and under local development strategies referred to in Articles 28 and 29 of Regulation (EU) No (Regulation laying down common provisions), and to support the use of solutions, methods and approaches developed under the LIFE Programme.
3. Om synergieën te creëren en procedures te harmoniseren, met name in de context van de in artikel 18, onder d), bedoelde geïntegreerde projecten, die als lokale ontwikkelingsprojecten worden uitgevoerd door lokale belanghebbenden en in het kader van lokale ontwikkelingsstrategieën zoals bedoeld in de artikelen 28 en 29 van Verordening (EU) nr (Verordening inzake gemeenschappelijke bepalingen), en om het gebruik van in het kader van het LIFE-programma ontwikkelde oplossingen, methoden en benaderingen te ondersteunen, trachten de Commissie en de lidstaten overeenkomstig hun respectieve verantwoordelijkheden de coördinatie tussen het LIFE-programma en het Europees Fonds voor Regionale Ontwikkeling, het Europees Sociaal Fonds, het Cohesiefonds, het Europees Landbouwfonds voor Plattelandsontwikkeling en het Europees Fonds voor maritieme zaken en visserij actief en onderling afgestemd te bevorderen.

19. Asks the EU institutions, Member States and regional authorities to encourage one-year female entrepreneurship or apprenticeship programmes and exchanges at universities around Europe, where students conduct development projects based on real business concepts with the objective to already start a viable and profitable company during the years of education; considers furthermore that alumni and student association activities should form an integral part of this process to instil confidence and a ‘role model’ mentality in students; asks the Commission to encourage the exchange of best practices in this field;
19. verlangt dat de EU-instellingen, de lidstaten en de lagere overheden stimuleren dat er overal in Europa aan universiteiten eenjarige leergangen/stages en uitwisselingsprogramma's ten behoeve van vrouwelijke ondernemers in spe komen, waar studenten ontwikkelingsprojecten uitvoeren op basis van echte bedrijfsconcepten, met de doelstelling om nog tijdens hun opleiding een levensvatbaar en winstgevend bedrijf op te zetten; overweegt voorts dat activiteiten van alumni- en studentenverenigingen een integraal onderdeel van dit proces zouden moeten vormen, om zelfvertrouwen en een rolmodel-mentaliteit bij studenten te kweken; vraagt de Commissie de uitwisseling van beste praktijken op dit gebied te stimuleren;

8. Recommends to the Commission that it ensure free-of-charge access to all cultural and educational information contained in the ‘Europeana’ library for pupils, students and teachers in secondary schools, universities and other educational institutions, as well as all persons engaged in bona fide study or research, and that, at the same time, it promote research and development projects that make use of the ‘Europeana’ digital resources, through the development and free distribution of integrated lesson plans, curricula and educational software for both formal and informal (lifelong) education; is of the view that subsidiarity is no obstacle to European programmes which make the maximum amount of scientific and technical information available to the education system as a whole and to teachers, students and researchers;

In order to achieve maximum coordination, the Commission shall ensure that there is cooperation between the training activities referred to in the programme and the development projects supported under the MEDIA Plus programme established under Council Decision 2000/821/EC(13).
Met het oog op een zo groot mogelijke coördinatie zal de Commissie erop toezien dat er samenwerking tot stand wordt gebracht tussen de opleidingsactiviteiten van het programma en de ontwikkelingsprojecten die in het kader van het krachtens Besluit 2000/821/EG van de Raad van 20 december 2000(13) vastgestelde programma Media Plus worden gesteund.
